ISSUE: District Code requires Board of Directors approval of manager appointments.
RECOMMENDATION: Appoint Teji O'Malley as Human Resources Manager, M -33
($8,881.64 - $10,795.72) effective July 20, 2012 and adopt the attached resolution.
FINANCIAL IMPACTS: Filling vacant position. All salary and benefit costs are
budgeted. Ms. O'Malley will be appointed to Step A at $ 8,881.64 per month
($15,365.24 with benefits and retirement), or $106,579.62 per year ($184,382.74 with
benefits and retirement).
ALTERNATIVES /CONSIDERATIONS: Direct the General Manager to conduct a
recruitment. This option is not recommended since a recruitment process was
conducted less than a year ago and several well - qualified candidates were identified in
the search.
BACKGROUND: Christopher Ko recently resigned as Human Resources Manager,
effective July 6, 2012. Mr. Ko was appointed to that position effective September 16,
2011 after a recruitment was conducted by Citygate Associates, LLC. Since the
recruitment was completed less than a year ago, it is recommended that we draw from
the list of candidates identified as a result of that recruitment. The recruitment identified
a number of other qualified candidates, and Teji O'Malley was the next highest ranked
candidate. Ms. O'Malley currently works in Personnel Services for Contra Costa
County and has significant related experience, as the County has one of the same
bargaining units as the District and the same retirement systems, and many other
similarities.
COMMITTEE RECOMMENDATION: Since time is of the essence in filling this position,
this matter is being sent directly to the Board without Committee review.
RECOMMENDED BOARD ACTION: Appoint Teji O'Malley as Human Resources
Manager, M -33 ($8,881.64 - $10,795.72) effective July 20, 2012 and adopt the attached
resolution.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
APPOINTING TEJI O'MALLEY TO THE POSITION OF
HUMAN RESOURCES MANAGER
BE IT RESOLVED BY THE Board of Directors of the Central Contra Costa Sanitary
District ( "District ") as follows:
THAT, effective July 20, 2012, Teji O'Malley be appointed to the position of Human
Resources Manager, Pay Range M -33, $8,881.64 - $10,795.72, and be entitled to
benefits normally accorded to the Management Group. This position serves at the
pleasure of the Board.
