HomeMy WebLinkAbout07.a.2) General Manager Written AnnouncementsBoard Meeting of June 21, 2012 Written Announcements: Project Related Items a) Public Biddinq for Treatment Plant Piping Renovations, Phase 7, District Project 7298 The Treatment Plant Piping Renovations, Phase 7, project includes the renovation and /or replacement of the centrifuge's centrate hoppers and centrate piping, scrubber water flow and pH meters, hypochlorite and discharge piping in the RAS pump stations, ash hopper dust collector, and sluice gates at the filter plant forebay. In addition, improvements will be made to the odor control system for the Sludge Truck Loading Facility. This project will be advertised for bids on June 22 and 27, 2012. The engineer's construction cost estimate is $950,000. b) Public Bidding for Non - Destructive Potholing of Underground Utilities, District Proiect 039457 The Capital Projects Division employs potholing to expose underground utilities along the proposed sewer alignments at points of potential conflicts. The results are used to evaluate alternatives during design and to minimize change orders during construction. This project will be advertised on June 29 and July 5, 2012. Bids will be opened on July 17, 2012. The cost is currently estimated at $250,000 for a three -year period. Staff Updates c) Recent Staff Promotions Jeff Skinner was promoted to Senior Environmental Compliance Inspector effective June 5, 2012. Sasha Mestetsky was promoted to Senior Engineer in the Capital Projects Division effective June 6, 2012. Mary Lou Esparza was promoted to Laboratory Superintendent effective June 11, 2012. Nancy Parker was promoted to Engineering Assistant I effective June 12, 2012. Clint Shima was promoted to Associate Engineer in the Capital Projects Division effective June 14, 2012. Written Announcements June 21, 2012 Page 2 of 4 d) Temporary Hiring Back of Retired Finance Administrator Colette Curtis -Brown On March 30, 2012, Collette Curtis -Brown retired as Finance Administrator after 27 years of service to the District. At approximately the same time three other members of the finance and accounting team also retired. The ongoing work has been managed by remaining staff with the help of temporary staff. However, as we begin year -end close out and the annual financial audit, it would be very helpful to have Ms. Curtis - Brown's assistance. Therefore, staff proposed to utilize Ms. Curtis - Brown's services on an as- needed hourly basis to support the Finance Department for approximately three months to assist with year -end closing and to complete the training of permanent staff. District Awards /Recognitions e) District Receives the National Association of Clean Water Agencies (NACWA) 2011 Peak Performance Award The District recently received notification that its facilities have earned the Platinum Peak Performance Award for fourteen years of consecutive 100% National Pollutant Discharge Elimination System ( NPDES) permit compliance. The District's facilities will be recognized on July 16, 2012 during the NACWA Summer Conference Awards Ceremony in Philadelphia, Pennsylvania. The District will be presented the award at that time. Pollution Prevention f) Resource Management Associates Contract for Modeling Work Staff will be contracting with Resource Management Associates (RMA) for $75,000 to perform two- dimensional (2D) modeling work on CCCSD's discharge related to the nutrient requirements in CCCSD's NPDES Permit. The modeling work will evaluate if the ammonia in CCCSD's discharge, in isolation of all other nutrients sources, is at a level high enough to impact primary productivity in Suisun Bay. In addition, the RMA work will evaluate whether existing nutrient sampling stations (by the Regional Monitoring Program, U.S. Geographic Survey and Department of Water Resources) adequately characterize the impact of CCCSD's discharge or if additional sampling stations are needed. Once the 2D modeling is complete, staff will evaluate the results and determine if additional three - dimensional (3D) modeling would be beneficial. If 3D modeling is determined to be beneficial, staff will be coming to the Board later this year to request the appropriate contract amendment. Recycled Water More than 300 dental practices in Central San's service area are using amalgam separators. This has resulted in a 75% reduction in the amount of mercuru flowing into Central San's treatment plant. That's up from the impressive reductions reported previously! District Source Control staff will continue to inspect dental offices throughout the year. Please work with them to schedule these "visits and prepare your staff. h) 2012 Annual Recycled Water Rate Increase -�C , Protecting Publr Health and the Enwronmert In accordance with the District's Recycled Water. Ordinance (Title 6), the District's recycled water rates will increase 3 percent on July 1. This is an automatic annual increase that was built into the ordinance, so no Board action is needed to implement the rate increase. This increase is consistent with the annual increase in water rates by the Contra Costa Water District (CCWD), and the Distsrict's rates remain on average about 80 percent of CCWD's rates.
