SUBJECT: OUTSTANDING DEVELOPMENT SERVICES FEES - UPDATE
At its March 15, 2012 regular meeting, the Board received a report on the recently
concluded Audit of Permit Counter and Connection Fee Connection Practices by Bartle
Wells Associates. The Board directed staff to report progress on implementing the
audit's recommendations at each subsequent Board meeting. This memo presents our
sixth report. Over the past two weeks, staff has done the following:
Confirmed that more than $400,000 of the fees listed in the "baseline" run of the
SunGard "Outstanding Fees Report" had, in fact, already been paid at the time of
the original run. These "already paid" fees were reported for applications where
customers had paid some, but not all of the fees due. So, these already paid
fees should be deducted from the "gross" amount indicated in the report ($21.4
million) to obtain the appropriate "net" amount ($21.0 million). This item is
highlighted on the attached progress -to -date table.
• Continued chain -of- authority sign off on the application -by- application
worksheets completed by Accountemps staff.
Continued field checking application sites where research indicates that fees may
be owed. Twenty -three (23) sites have been identified for further follow -up with
local building permit jurisdictions and inspections by appointment where needed.
The application evaluation team's work will be completed by June 30, 2012. For
applications where research indicates that fees are owed, staff has begun pursuing
collection. Collection efforts may extend into 2013 depending on the volume and
complexity of the applications where fees are owed.
