Proposed St. Mary's Road Contractual Assessment District No. 2011 -1 (revised) Russ Leavitt June 7, 2012 Central Contra Costa Sanitary District CAD Approval Steps • March 2011: Board initiated formation of St. Mary's Road CAD. • January 2012: Board approved formation of CAD, the project, and ordered improvements. • April 2012: Board modified CAD boundaries to shorten the sewer project due to insufficient initial participation. • Mid -April 2012: A revised Engineer's Report was distributed for public review. 11 CAD Approval Steps (continued) May 2012: Board approved CAD policy exceptions to allow District to cover some non - participant costs. June 7, 2012: Board will consider revised Engineer's Report and ordering improvements. Board sets the final assessment when all improvements are completed. 2 n J D 00 CL W IN . *� M �. 00 moo '.' n J D 00 CL W Proposed St. Mary's Road CAD Main Sewer Extension 1,557 feet of 1 -1/4 -inch diameter pressure sewer within a 4 -inch diameter pipe casing • Project cost: $375,000 • Estimated cost of main sewer extension per share: $26,800 • Meets CAD formation criteria: 1. At least five benefiting properties (13 properties) 2. `At least 60% of properties developed (92 %) 3. Two or fewer dwellings on each property (one . dwelling /property) Costs Ineligible for CAD Financing • Capacity and Permit Fees: - $7,300 — $5,797 Capacity Fee may be financed separately through Septic Conversion Program. • Private Side Sewer: $15,000 to $25,000 depending on number of pumps, length and restoration • Septic Tank Abandonment: - $1,500 • Costs that must be paid upfront when the home is connected range from $18,500 to $28,500. 1 Source of Funds for Proposed St. Mary's Road CAD Staff recommends using the Sewer Construction Fund to finance the proposed St. Mary's Road CAD Project. • Interest at 6% APR will generate -- $87,000, if all private assessments are financed over 10 years. • Two participants have agreed to pay an additional 3/a reimbursable share each; the City of Lafayette has budgeted to pay for two additional reimbursable shares; and the District will cover 3.5 additional, reimbursable shares. St. Mary's Road CAD Proposition 218 Ballot Tabulation • An affirmative, response on the majority of ballots cast is necessary for the CAD to be formed. • The owners of ten of the thirteen properties submitted votes. • Nine votes were affirmative; one vote was negative: PASSED 7 Staff Recommendation • Conduct a public hearing.
