HomeMy WebLinkAbout07.a.2) General Manager Written Announcements7 Board Meeting of June 7, 2012 Written Announcements: Source Control a) Pre - treatment Compliance Audit (PCA) Report and Response On October 31 and November 1, 2011, a Pretreatment Compliance Audit (PCA) was conducted to review the District's Pretreatment Program (Source Control) by PG Environmental, a contractor providing inspection and auditing services for the Regional Water Quality Control Board (RWQCB) and US Environmental Protection Agency ( USEPA). This PCA was the first one conducted by PG Environmental for the District's program. The District received the final report for this PCA from the RWQCB under a cover letter dated March 9, 2012. In general, the PCA report documented the District's program was in compliance with, or exceeded, many of the required pretreatment program requirements established in the federal regulations. The PCA report did present findings that required a response by the District. These findings included sixteen requirements and eleven recommendations. Many of these findings either did not require changes to the District's program elements or were based on apparent confusion or misunderstanding by the PG Environmental audit team. Some of the findings did require modifications to the District's pretreatment program elements. Source Control prepared and submitted a comprehensive response to the RWQCB, State Water Resources Control Board and USEPA before the deadline. The District's Source Control Ordinance, Title 10 of the District Code, will need to be modified as a result of this PCA and a separate review completed earlier in 2011 by Tetra Tech, a different contractor for RWQCB and USEPA. The ordinance modifications will better align the District's standards with the federal regulations and clarify the application of certain standards. This ordinance modification is planned for later this year and will be processed through the standard Board processes for modifying the District Code. b) Walnut Creek Reentering the Clean Water Program Service Agreement The City of Walnut Creek has decided to reenter the Clean Water Program (CWP) Service Agreement beginning Fiscal Year 2012 -13. Walnut Creek originally participated in this agreement when the District started providing storm water inspection services for central county cities in FY 1996 -97, but withdrew from the program in 2009 after the economic downturn impacted the City's finances. Walnut Creek staff requested Source Control to prepare a proposal for the cost to conduct 110 inspections in FY 2012 -13 which resulted in their decision to reenter the program. District inspectors have been conducting routine pretreatment inspections at businesses in Walnut Creek since 2010. Combining the storm water inspections with the pretreatment inspections is cost effective for Walnut Written Announcements June 7, 2012 Page 2 of 2 Creek and reduces the burden on businesses by only having one inspection for two programs. The District is reimbursed for costs to conduct the storm water inspections and enables the District to protect storm water quality while efficiently regulating the wastewater discharged to the District's system. Staff Updates c) Recent Personnel Advancements Don Comstock and Les Szmidt have advanced to Maintenance Crew Leaders in the Collection System Operations (CSO) Department, both effective May 17, 2012. 31 Recent Staff Retirements Maintenance Crew Member II David Quintero retired on May 17, 2012, after 19 years of service. Collection System Operations e) Equipment Theft at CSO Walnut Creek Facility Sometime between Friday evening, May 11, and Sunday morning, May 13, 2012 thieves broke into the parking /storage area behind the CSO vehicle shop in Walnut Creek and stole a Wacker "Jumping Jack" trench compactor off of our standby construction truck. The thieves cut through the chain link fence to gain entry into the CSO facility. The chain securing the compactor to the truck was cut and the compactor was carried out through the hole in the fence. As the compactor weighs approximately 200 lbs., staff suspects that at least two people were involved with the theft. The trench compactor was an older model and slated for replacement during the next fiscal year. A new compactor costs approximately $3400. Staff estimates the value of the stolen compactor at $1000. This is the second theft at the new CSO Walnut Creek facility. The first break -in, which occurred in April, resulted in hand tools valued at approximately $450 being stolen from one of the CSO construction trucks. As an immediate action to prevent future thefts, the compactor will not be stored on the standby construction truck and will be locked inside the CSO building. The section where the fence was cut is screened by the adjoining office building and bushes. Staff is investigating several alternatives to prevent future thefts including pruning the bushes to make the area more visible, reinforcing the fence to make it more difficult to cut, and adding additional surveillance cameras and lights.
