SUBJECT: OUTSTANDING DEVELOPMENT SERVICES FEES - UPDATE
At its March 15, 2012 regular meeting, the Board received a report on the recently
concluded Audit of Permit Counter and Connection Fee Connection Practices by Bartle
Wells Associates. The Board directed staff to report progress on implementing the
audit's recommendations at each subsequent Board meeting. This memo presents our
fifth report. Over the past three weeks, staff has done the following:
Observed that the "outstanding fees" reported for 37 applications are erroneous
charges created by the SunGard software after the correct fees have been paid
by the customer. The software creates these erroneous fees when staff later
reviews the application in selected screen views. The erroneous fees are minor,
totaling $161.49, and they will be manually removed from the database. These
could only be fixed by SunGard, and they have been.
• Met with the City of San Ramon Building Permit staff and met with City of
Martinez Building Permit staff. Both agencies have agreed to the District signing
off on final inspections prior to issuance of Certificates of Occupancy. The final
liaison visit (with City of Concord) will be scheduled next week.
• Development Inspectors are conducting field checks for some applications where
fees may be due.
• Chain of authority sign off on completed application reviews has begun and
manual removal of "fees- not - owed" will begin next week.
• Attached is the summary table for the Accountemps' work to date.
The application evaluation team's work will be completed by June 30, 2012. Where
applications with verified fees owed are identified, staff will immediately commence
pursuing collection. Collection efforts may extend into 2013 depending on the volume
and complexity of applications where we determine that fees are collectible.
