CAD Approval Steps
• Board initiated formation of St. Mary's Road
CAD in March 2011.
• Board approved formation of CAD, the
project and election, overruled protests, and
ordered the improvement.
• In April 2012, Board modified CAD
boundaries to shorten the sewer project, due
to insufficient initial participation.
• May 17, 2012 - Board considers request for
District to cover non - participant's shares.
• June 7, 2012 - Board will consider revised
Engineer's Report and ordering revised
improvement.
• Board sets the final assessments when
improvements are completed.

Proposed St. Mary's Road CAD
to serve 13 Properties)
• 1,557 feet of 1 -1/4 -inch diameter public
pressure sewer within a 4 -inch diameter pipe
casing
• Project cost: $378,000
• Estimated cost of public sewer extension per
property (if all owners participate): $27,000
(13 properties; 14 shares)
• Meets CAD formation criteria:
1. At least five benefiting properties (13 properties)
2. At least 60% of properties developed (92 %)
3. Two or fewer dwellings on each property (one /property

Request for District to Cover
Non - Participant's Shares
• Public sewer cost for six participants (seven shares -
50 %) without District covering non - participant's
shares:
— $54,000 per participant
• Public sewer cost with District covering 3.5
non - participant's shares ($94,000):
— $27,000 per participant
— Assumes coordinating owners will cover 1.5 reimbursable
shares; and City will cover two reimbursable shares in
addition to its two participant's shares
• Additional cost for private pumping station, pressure
lateral and District fees:
— $24,000 - $35,000 per participant

Approach Suggested by
Capital Projects Committee
• Maintain current CAD policy that requires
participants to cover non - participants' shares,
but allows requests for the Board to consider
exceptions for special circumstances.
• Consider the requested exception for the
District to cover some St. Mary's CAD
non - participants' shares in a unique partnership
with the coordinating owners and the City.
• In cases where a Board exception is made, the
public record should include documentation of
the special circumstances that justify District
participation.
