Project Related Items
a) Public Bidding for 2012 Cured -in -Place Pipe Sliplining Project,
District Project 8405
The 2012 Cured -in -Place Pipe Sliplining Project will rehabilitate approximately 12,500
linear feet of 18 -, 21 -, 36 -, and 42 -inch sewer lines within public and private rights -of -way
by using cured -in -place pipe (CIPP) and spiral -wound liner methods. This project is
located in the cities of Walnut Creek and Martinez. The work is being coordinated with
Shell Oil, California Department of Transportation, and Las Lomas High School.
This project will be advertised on June 1 and 8, 2012. Bids will be opened on June 20,
2012. The construction cost is currently estimated at $2,600,000. More information
will be presented when the Board is asked to approve the construction contract on
July 5, 2012.
b) Advertisement of the Seismic Improvements for Rental Property
Project (4737 Imhoff Place), District Project 8231
The Seismic Improvements for Rental Property Project for the 4737 Imhoff Place
Warehouse consists of a seismic upgrade of the existing 20,200 square foot, concrete tilt -
up warehouse building. The purpose of the upgrade is to reinforce portions of the building
to substantially enhance the seismic resistance of the building. The reinforcing will consist
primarily of tying the exterior walls to the roof structure, adding roof joists, and improving
the roof framing members.
The project is scheduled to advertise on June 7 and June 12, 2012. Bids will be opened
on June 27, 2012. The construction cost is currently estimated to be $150,000. More
information may be presented to the Board when asked to award the construction
contract on July 19, 2012.
C) Public Bidding for Survey Monument Replacement Contract
No. 39341
The Survey Monument Replacement Contract will replace survey monuments that were
removed during the course of sewer renovation projects. This will be a service contract
for one year with the possible addition of two additional years.
This contract will be advertised on May 21 and May 28, 2012. Bids will be opened on
June 1, 2012. The construction cost is estimated at $50,000. More information will be
presented when the Board is asked to approve the construction contract on June 21,
2012.

d) United States Environmental Protection Agency Denies All
Petitions for Reconsideration of Sewage Sludge Incinerators Rule
The United States Environmental Protection Agency ( USEPA) finalized new emission
limits for sewage sludge incinerators (SSI) located at Publicly Owned Treatment Works
(POTWs) on March 21, 2011. Under Section 129 of the Clean Air Act, the new emission
limits go into effect no later than five years after adoption, on March 21, 2016. The
National Association of Clean Water Agencies (NACWA) filed a formal Petition for
Reconsideration with the USEPA on May 24, 2011. In addition, the Sierra Club filed a
formal Petition for Reconsideration on May 20, 2011. In the April 27, 2012 Federal
Register, the USEPA unilaterally denied all Petitions for Reconsideration of the SSI Rule.
This includes the petitions from NACWA and the Sierra Club. Barring successful legal
action by NACWA, the District will have to comply with the new sewage sludge
incineration limits by March 21, 2016. The Bay Area Air Quality Management District has
also told staff that the new sewage sludge incineration limits will be in the District's new
Title V permit with a compliance date of March 21, 2016.

e) Recent Staff Promotions
Nate Hodges, Edgar Lopez, Nancy Molina, Nate Morales, and Mark Wenslawski have
been promoted to Associate Engineers in the Engineering Department (Capital Projects
Division), effective May 7, 2012.
f) Summer Student Safety Picnic on July 18, 2012
The Annual Summer Student Safety Picnic will be held on Wednesday, July 18, 2012
from 12:00 p.m. to 1:30 p.m. in the garden /lawn area next to the Household Hazardous
Waste Collection Facility. It is a triple staff day for Plant Operations so we are hoping to
have a good number of attendees. Staff will be grilling hamburgers, turkey burgers, boca
burgers, and hot dogs. The menu includes salads, chips, dessert and drinks. Board
members are cordially invited to attend.
Records Retention
g) Records Center — Status of Conversion of Records
The Records Management section of the Secretary of the District's office has been
dedicating two days each week since August 2011 to review all boxes that have been
archived to catalog and identify records, eliminate duplicate files and shred files due for

destruction. The boxes are being converted from an old records classification system to a
new, updated one that reflects current retention schedules, most recently approved by the
Board on March 1, 2012.
In January 2012 the District contracted with CoroData, an off -site records storage facility
that will maintain the District's archived records in a clean and secure environment, which
will result in improved security and decreased costs and staff time.
Following are the latest statistics on the records conversion project at the Records
Center.
2,208 boxes have been reviewed /converted
1,683 boxes have yet to be reviewed /converted
3,891 total box count
Archived records for Collection System Operations, Human Resources, Purchasing, and
Source Control have been fully converted. Staff has begun the conversion of the more
difficult boxes in the Plant Operations Department, Engineering, Safety, and Secretary of
the District's Office, which are taking more time to review.
Out -of -State Conference Attendance
h) Employees to Attend International Right of Way Association
Annual Education Conference in Seattle, Washington, June 8 -13,
2012
The International Right of Way Association (IRWA) holds an Annual International
Education Conference. This year the conference is being held in Seattle, Washington
from June 10 through June 13. In addition IRWA's Young Professionals Group will be
meeting June 8 and 9. The conference will feature several concurrent sessions covering
a broad range of relevant topics such as asset management, ethics, local public policy,
pipeline safety perspectives, surveying and engineering, utilities, and valuation. Attending
this conference will allow our Right -of -Way (R/W) Agents to earn continuing education
credits needed to attain or maintain their Senior RAN Agent certification with IRWA.
Three District employees will attend: 1) Kathleen West, Senior Right -of -Way Agent, is the
current IRWA Chapter 2 President and will be attending at no cost to the District; 2) Rick
Hernandez, Senior Right -of -Way Agent, will be attending at the regular conference cost;
and 3) Lisa Robertson, Right -of -Way Agent, will be attending at the regular conference
cost and will also attend the Young Professionals Group Event, as she is the Chapter 2
Chair for the Young Professionals Group. Staff attendance at this conference was
included in the 2011 -12 Technical Training, Conferences, and Meetings Budget.
