RESOLUTION NO. 2012 -031
RESOLUTION COMMENDING JAMES M. KELLY
FOR HIS SERVICE AS GENERAL MANAGER OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
WHEREAS, James M. Kelly was appointed by the District's Board of Directors to serve
as General Manager of the Central Contra Costa Sanitary District in August 2006; and
WHEREAS, having served the District for 28 years, beginning as the Planning Division
Manager in 1984; rotated to the position of Plant Operations Division Manager in 1992;
and was promoted to the position of Director of Plant Operations in 1998, and to the
position of Director of Operations in 2001 before his appointment as General Manager;
and
WHEREAS, under the able leadership of Mr. Kelly, the District accomplished significant
goals and objectives, promoting the mission, vision, and values of the District as a high
performance organization that provides exceptional customer service and full regulatory
compliance at responsible rates; and
WHEREAS, during his tenure as General Manager, the District received five Platinum
Awards from the National Association of Clean Water Agencies, following eight such
Awards the District received during his tenure as Director of Plant Operations; and
WHEREAS, in the final months of his tenure, he led the successful negotiations for a
new five -year National Pollution Discharge Elimination System Permit from the Regional
Water Quality Control Board in the face of stiff opposition from several interest groups;
and
WHEREAS, during Mr. Kelly's time as General Manager, the District was awarded both
Plant of the Year and Collection System of the Year Awards by the California Water
Environment Association; and
WHEREAS, under his management, the Collection System Operations Department
brought the number of Sanitary Sewer Overflows to an all -time low for the District and
one of the lowest SSO rates in the entire State; and
WHEREAS, during his time as General Manager, the District passed an ordinance
requiring the installation of Dental Amalgam Separators in more than 300 dental
practices in the District's service area, resulting in a 50 percent reduction in the amount
of mercury flowing into the treatment plant; and
WHEREAS, during his final year as General Manager, construction of the new
Collection System Operations Headquarters was completed, making it one of the most
environmentally responsible buildings in Walnut Creek; and

WHEREAS, representative of his leadership role as a wastewater professional
committed to the District's Mission to protect public health and the environment,
Mr. Kelly has served on the Boards of the Bay Area Clean Water Agencies, and the
California Sanitation and Risk Management Association; as a member of the Planning
Committee for the California Association of Sanitation Agencies; and as an active
participant in the Water ReUse Association, the Water ReUse Research Foundation,
and the Water Environment Federation; and
WHEREAS, he demonstrated his approachable leadership skills to employees by
maintaining an open door policy and making annual presentations to all employee
groups on the State of the District; and
WHEREAS, during Mr. Kelly's first year as General Manager, the District became a
founding member of the Water/Wastewater Operator Training Program which has
enrolled almost 1,000 students over its five -year history; and
WHEREAS, through his efforts, the District has remained an industry leader in the field
of effluent toxicity research; and
WHEREAS, during his tenure, the District began a community partnership with 10 cities,
their Police Departments, and the County Sheriff's Office to establish a Pharmaceutical
Disposal Program that has collected more than 16 tons of unused, unwanted medicines,
removing them from the waste stream;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Central
Contra Costa Sanitary District honors and commends James M. Kelly for his
distinguished service and leadership of the District during his time as General Manager,
resulting in the continued success of this high performance, innovative, and fiscally
responsible organization that protects the public health and the environment every day;
and wishes him a long, healthy and happy retirement.
