Connection Fees
• May create a burden to require payment of fees "up
front" rather than at time of connection.
• Developers could use the District Fee Deferral
Program for subdivisions.
• Property owners converting from Septic systems to
public sewer could finance Capacity Fees through
District program.
• Board could expand current or establish new fee
deferral or installment payment programs as
needed to minimize burden of "up front" payment.

Time for Payment
• Develop a process for:
— Administrative Follow -ups with notices to
customers; and
— Development Inspectors field checking
• Obtain agreement from local jurisdictions to
provide for District sign off on Final
Inspections prior to Certificate of Occupancy.
Process if Board Wishes to Implement
the BWA Recommendation
• Changing time for collection would require a
code revision.
• At the May 3, 2012 Board meeting a public
hearing could be set for June 7, 2012.
• The Board could adopt a code revision
ordinance at the June 7, 2012 hearing.
• New time for collection could be effective
July 2, 2012.
