Consider request for District to cover non - participant's shares. • Board considers revised Engineer's Report and orders revised improvement • Board sets the final assessments when improvements are completed. �! At least five benefiting properties (13 properties) 2. At least 60% of properties developed (92 %) 3. Two or fewer dwellings on each property (one /property) --Z, WON PROPOSED ST. MARYS ROAD CAD 201 I-W (13 PROPERTIES) Staff Recommends: • Adopt a resolution to redraw the CAD boundary to include 13 properties, eliminating the southernmost four properties since owners are not interested in participating at this time. • Direct staff to revise the project to eliminate 333 feet of public sewer; and • Provide two connections for the City of Lafayette property. Adopt Resolution Request for District to Cover Non - Participant's Shares • Reason for request: Unusually high costs for initial participants: • Public sewer cost without District participation: - $39,000 - $66,000 per participant • Public sewer cost with District covering 5.5 shares ($148,000 - $258,000): - $27,000 - $47,000 per participant • Additional cost for private pumping station, pressure lateral and District fees: - $24,000 - $35,000 per participant q7, Approach Suggested by Capital Projects Committee • Maintain current CAD policy that requires participants to cover non - participants' shares, but allows requests for the Board to consider exceptions for special circumstances. • Consider the requested exception for the District to cover some or all St. Mary's Road CAD non- participants' shares. • If the Board grants an exception, the public record should include documentation of the special circumstances that justify District participation.` Questions... ?
