April 5, 2012 (Narade To Central Sanitary District Board Subject: Contractual Assessment District (CAD) Policy I am Joe Lieber, the trustee for my family's property at 43 Dos Osos in Orinda. wish to strongly encourage you to approve a CAD for the area that includes our property. We are literally at a crossroad that gives us two choices: 1. Hook up to the sewer, or 2. Install a new septic system (a "repair ") IfvNe cannot hook up to the sewer in the near future, we will have to install a septic system which will preclude a future server hookup for a VERY long time. The Dos Osos property has an existing house on it with the need to hook up to the sewer as soon as possible, so the level of interest is extremely high in this case. We also own a small parcel that is adjacent to Alta Vista which is undeveloped and could possibly be marketed with the understanding that there would be sewer access to the buyer. It is anticipated that the new owners of the lot, with ready access to the sewer, would exercise their right to hook up well within the 10 year window you have established for the project. As you are well aware, the sewer expansion issue is really a chicken and egg one. Once the sewer is available, there is a very likely increase in interest in hookups. (The Field of Dreams motto of "Build it and they will come" is relevant here.) As mentioned in the case of the 43 Dos Osos property, we are at a crossroads where we need to either pay a large sum to repair the existing septic system and thus the property would not hook up to the sewer for a VERY long time; or we need to hook up to the sewer ASAP. It is common knowledge that many of the existing septic systems in this area are extremely old and outdated (thus, likely failures).
