ISSUE: On March 20, 2012, seven sealed bids were received and opened for the
construction of the San Ramon Pumping Station Upgrades, District Project 6003. The
Board of Directors must award the contract or reject bids within 50 days of the bid
opening. Authorize the General Manager to execute the contract documents subject to
SUBMITTAL requirements.
RECOMMENDATION: Award a construction contract to Pacific Infrastructure
Corporation; and authorize the General Manager to execute the Contract Documents
subject to favorable review of insurance certificates, bond submittals, appropriate
Contractor license, and any other required submittals (SUBMITTALS).
FINANCIAL IMPACTS: Approximately $402,000 including design, bid price,
contingency, and construction management.
ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: In 2001, the Board approved San Ramon Pumping Stations
Renovations Project, DP 5460, to accommodate the development of Dougherty Valley.
The project work included installation of four large pumps. During construction, two
small pumps were installed in place of two larger pumps, to better serve the initial stage
of Dougherty Valley development.
Due to the development over the past nine years, pumping station flows have increased
beyond the capacity of the small pumps, as expected. This project will replace one of

the two smaller pumps with a larger pump. The project work area is shown in
Attachment 1.
District staff prepared the plans and specifications for the project. The Engineer's
estimate for construction of the San Ramon Pumping Station Upgrades, District Project
6003 is $310,000. This project was advertised on February 17 and 22, 2012. Seven
sealed bids ranging from $270,000 to $290,500 were received and publicly opened on
March 20, 2012.
The Engineering Department conducted a technical and commercial review of the bids
and determined that Pacific Infrastructure Corporation is the lowest responsive bidder
with a bid amount of $270,000. A summary of bids received is shown in Attachment 2.
The District will perform construction management and will provide contract
administration, inspection, office engineering, and submittal review.
The funds required to complete this project, as shown in Attachment 3, are $352,000.
The total cost of San Ramon Pumping Station Upgrades, District Project 6003, is
anticipated to be $402,000.
This project is included in the fiscal year (FY) 2011 -12 Capital Improvement Budget
(CIB) on pages CS -78 and CS -79. Staff has conducted a cash -flow analysis of the
Collection System Program budget and concluded that adequate funds are available for
this project.
The environmental impacts of construction and operation of the pumping station to
accommodate Dougherty Valley area development were addressed in the County' s
1996 Final Subsequent Environmental Impact Report, Windemere Phase I and Gale
Ranch Phase II. The Board of Directors reviewed this Environmental Impact Report
during its deliberations regarding annexation of the Windemere property in June 1997
and established its independent finding that the environmental impacts of providing
wastewater utility service will be reduced to less- than - significant levels through
implementation of the mitigation measures required of the project by Contra Costa
County. At its May 24, 2001 meeting, the District Board of Directors approved the
San Ramon Pumping Renovations Project, which included portions of the proposed
project. A Notice of Determination was filed in compliance with the California
Environmental Quality Act (CEQA).
RECOMMENDED BOARD ACTION: Staff recommends the following:
