(Handout) David Heffelfinger PowerPoint re SSMPCCCSD Sewer System Management Plan (SSMP) Annual Audit David Hefflefinger Assistant Engineer CSO March 1, 2012 Central Contra Costa Sanitary District SSMP The Sewer System Management Plan is a document that describes the activities our agency uses to manage our wastewater collection system effectively. The three areas of focus are: • Maintain or improve infrastructure • Minimize infiltration / inflow (1 /1) • Minimize sanitary sewer overflows (SSOs) 8.4. CHmdotAk) 1 Self Audit to Regional Water Quality Control Board (RWQCB) Purpose • Evaluate the effectiveness of the SSMP • Analyze overflow and stoppage data • Identify areas which may be lacking and need improvement New Discussion Section for 2011 Audit ■ Previous audits followed BACWA format Example: Doy4,ur agency's planning efforts support long- term goals? QE NO ■ The SWRCB recommends that we include brief discussion for each chapter review in the annual audit �y� 4 FOG Control Plan Chapter IV Discussion One formal enforcement action was taken against a food service facility in Pleasant Hill after a small overflow occurred due to a grease plug. Corrective actions were specified, and a fine and cost recovery for the CSOD were collected, to resolve this enforcement action. Prioritized Preventative Maintenance Chapter Vl.c Discussion In 2011, the Capital Projects Division created the "Collection System Asset Management Plan" to aid in prioritizing the replacement and repair of existing sewer infrastructure. K Scheduled Inspections and Condition Assessment Chapter Vl.d Discussion Staff review thousands of feet of video footage on a weekly basis. The sewer is then repaired or cleaned in a timely manner. This method is believed to have helped decrease the number of overflows as seen in the year to year trends by allowing us to optimize our cleaning efforts. Outreach to Plumbers and Building Contractors Chapter Vl.g Discussion For 2011, the Outreach that was completed to Plumbers and Building Contractors consisted of communicating the latest version of the CCCSD Standard Specifications to the P &BC and collecting their comments /input. Upcoming outreach will include issues surrounding building demolition as well as overflow protection devices installations. 0 Monitoring Effectiveness Chapter IX Discussion CCCSD has a program to annually inspect at least 10% of the collection system pipes using CCTV. The inspection results allow staff to evaluate the sewers for repair or replacement and aid in identifying sewers for future renovation projects.
