ISSUE: District Code requires Board of Directors approval of manager appointments.
RECOMMENDATION: Appoint Jarred Miyamoto -Mills as Environmental Services
Division Manager, M -24 ($11,087.39 - $13,476.82) effective February 17, 2012 and
adopt the attached resolution.
FINANCIAL IMPACTS: Filling vacant position. All salary and benefit costs are
budgeted. The salary range is $11,087.39 ($19,181.18 with benefits and retirement) to
$13,476.82 per month ($23,314.90 with benefits and retirement), or $133,048.68
($230,174.22 with benefits and retirement) to $161,721.84 ($279,778.78 with benefits
and retirement) per year.
ALTERNATIVES /CONSIDERATIONS: Leave the position vacant, or direct the General
Manager to explore other recruitment options.
BACKGROUND: Mr. Curt Swanson was promoted to Director of Collection System
Operations on September 16, 2011. Mr. Miyamoto -Mills has been serving as the
Provisional Environmental Services Division Manager since that time, and has been
responsible for the following work groups: Plan Review, Permit, and Sewer Service
Charge, Planning, Right -of -Way, Survey, Household Hazardous Waste Collection,
Environmental Compliance, and Development Inspection.
Prior to his provisional appointment, Mr. Miyamoto -Mills has been the Principal
Engineer in the Engineering Department since July 1, 1991. He has also filled in as the
Acting Environmental Services Division Manager in Mr. Swanson's absence on
numerous occasions. Currently, Mr. Miyamoto -Mills is mentoring two Senior Engineers
so they can be trained to supervise the daily operations of the Division.
Due to Mr. Miyamoto - Mills' qualifications, experience, and institutional knowledge, it is
recommended that he be appointed to the position without a recruitment process. This
will avoid the need to hire an executive recruiter and the time delay and related
expenses, since Mr. Miyamoto -Mills is expected to be the most qualified candidate.

The District's Ordinance, Title 4, Section 4.16.070 provides the Board with the flexibility
to make management level appointments as needed.
Mr. Miyamoto -Mills first joined the District on February 2, 1981 as an Associate
Engineer, and was subsequently promoted to the positions of Senior Engineer and
Principal Engineer. Prior to joining the District, he worked for the East Bay Municipal
Utility District, Port of Oakland, City and County of San Francisco, and the Consoer
Townsend Associates.
Mr. Miyamoto -Mills has a B.S. in Civil Engineering from the University of California,
Berkeley and completed his graduate studies in Sanitary Engineering. He is also a
Registered Engineer in the State of California.
Since the Human Resources Committee did not meet in February, this matter is being
sent directly to the Board without committee review.
RECOMMENDED BOARD ACTION: Appoint Jarred Miyamoto -Mills as Environmental
Services Division Manager, M -24 ($11,087.39 - $13,476.82) effective February 17,
2012 and adopt the attached resolution.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
APPOINTING JARRED MIYAMOTO -MILLS
TO THE POSITION OF
ENVIRONMENTAL SERVICES DIVISION MANAGER
BE IT RESOLVED BY THE Board of Directors of the Central Contra Costa Sanitary
District ( "District ") as follows:
THAT, effective February 17, 2012, Jarred Miyamoto -Mills be appointed to the position
of Environmental Services Division Manager, Pay Range M -24, $11,087.39 -
$13,476.82, and be entitled to benefits normally accorded to the Management Group.
PASSED AND ADOPTED this 16th day of February, 2012, by the Board of Directors of
the Central Contra Costa Sanitary District by the following vote:
