ISSUE: Modifications to job classification descriptions require Board approval.
RECOMMENDATION: Adopt the revised job classification description for Laboratory
Superintendent.
FINANCIAL IMPACTS: None.
ALTERNATIVES /CONSIDERATIONS: Do not adopt the changes, or modify as
desired.
BACKGROUND: At the time a position becomes vacant an opportunity is provided to
review the job description, review the organization and recommend changes as needed
or desired. Due to the retirement of the Laboratory Superintendent, staff has reviewed
the job description and is proposing some modifications to include certification as a
Laboratory Analyst (Grade III and IV) issued by the California Water Environment
Association (CWEA), as well as education requirements that could be found in
comparable positions with other public agencies. The CWEA Laboratory Analyst
certificate is currently required for the Chemist I, II, III classifications, and is listed as a
desired qualification in the Senior Chemist job description.
The District communicated its intent to modify the job description to MS /CG on
February 6, 2012, and MS /CG did not raise any concerns or objections to the proposed
changes.
Since the Human Resources Committee did not meet in February, this matter is being
sent directly to the Board without Committee review.
RECOMMENDED BOARD ACTION: Adopt the revised job classification description for
Laboratory Superintendent.

LABORATORY SUPERINTENDENT
DEFINITION
Plan, organize, direct, and review the operation of the District's laboratory including the
preparation and control of the laboratory budget and the administration of the District's
National Pollutant Discharge Elimination System program; train and develop laboratory
and operations personnel in the technical aspects of wastewater analyses and
treatment; plan, direct, and conduct research projects and technical reports, review and
report on regulatory issues.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the Director of Plant Operations.
Exercise general supervision and /or direction over subordinate laboratory personnel.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Plan, organize, direct, and review the operation of the District's laboratory; formulate
and implement laboratory policies and procedures.
Perform administrative duties for the section including preparing and monitoring the
laboratory budget and administering the District's National Pollutant Discharge
Elimination System program.
Train and develop laboratory and operations personnel in the technical aspects of
wastewater analyses and treatment.
Plan, direct, and conduct research projects to improve and economize treatment
procedures and practices; work with appropriate District personnel in optimizing the
treatment processes.
Prepare and direct a variety of research projects, regulatory reviews, technical reports,
and process reports.
Perform various types of analyses; operate a variety of laboratory equipment

EXAMPLES OF ESSENTIAL DUTIES
Coordinate the use of LIMS and electronic data applications and procedures.
Provide technical review of developing local, state and federal regulations and advise
management of proposals affecting District operations and represent the District on
these issues.
Perform related duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Principles and processes of chemical, biochemical, and biological treatment of
wastewater.
Standard analytical procedures for the analysis of water and wastewater.
Mathematics as applied to laboratory work including statistical tests and
experimental design.
Operation of gas chromatograph /mass spectrometer.
Operation of atomic absorption and other laboratory instruments.
Principles, practices, and techniques of supervision.
Safety hazards and appropriate precautions applicable to work assignments.
Applicable state and federal regulations as applied to Publicly Owned Treatment
Works.
Ability to:
On a continuous basis analyze and interpret reports and analytical data, identify
production improvements, know operations, observe work performance, problem
solve personnel issues, remember, understand, and explain technical reports
and data.

Ability to:
Sit at a desk for long periods of time on a continuous basis, walk and stand in
the lab and out in the field, perform fine manipulations, and lift or carry weight of
10 pounds or less.
Plan, coordinate, and direct the work of others.
Develop and supervise complex research projects; prepare clear and concise
technical reports and papers.
Analyze, interpret, and apply effectively the results of routine and special
laboratory tests.
Provide technical review of developing state and federal regulations and provide
appropriate input to District management.
Implement new, complex monitoring programs as required by the Regional
Water Quality Control Board, State Water Resources Control Board, U.S.
Environmental Protection Agency, or other regulatory agencies.
Learn and observe all appropriate safety precautions as required by the District
including, but not limited to, Cal /OSHA General Industry Safety Orders, the
District's Respiratory Protection Program, and District Safety Directives.
Work shift, on -call, weekends, and holidays as assigned.
Experience and Education:
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:
Experience
Five years of increasingly responsible experience as a chemist, including two
years at a supervisory level.

Education
Equivalent to a bachelor's degree from an accredited college or university with
major work in chemistry, bacteriology, biology, environmental science
microbiology. or a closely related science.
Licenses and Certificates:
Possession of a Grade III Laboratory Analyst Certificate issued by the California
Water Environment Association or must obtain the certificate within one year of
appointment.
AND
Possession of a Grade IV Laboratory Analyst Certificate issued by the California
Water Environment Association or must obtain the certificate within three years
of appointment.
Possession of a valid California Driver's License
