Easement Amendments Along Iron Horse Corridor Central Contra Costa Sanitary District, Contra Costa County, and Contra Costa County Redevelopment Agency Stephanie Gronlund February 2, 2012 Central Contra Costa Sanitary District Proiect Background • CCCSD installed sewers in Southern Pacific Railroad (SP) right -of -way under licenses. • SP ceased rail operations and decided to sell their right -of -way. • In 1985 with CCCSD's $5,400,000 contribution, County was able to purchase 26 miles of SP right -of -way (now Iron Horse Corridor). • In exchange for the support, County granted CCCSD 19 miles of easements. (14 andout) i 7-0'. 1 Original Grant of Easements At the time the easements were recorded, the County & CCCSD did not have accurate survey descriptions for: — Property boundaries — Other utilities, pipelines, and highway overpass foundations — Existing and future sewer locations Purchase schedule did not allow for extensive records research & surveying. Original easements included provisions for adjustments to existing and future sewer locations once detailed field surveys and engineering designs were completed. 2 Benefits of Amending Easements Enhanced protection of District facilities and future alignment within Iron Horse Corridor: — Accurate Title Searches: Amended recorded easements will now describe actual sewer locations or future sewer alignments — Increase Efficiency and Accuracy of Field Locating Facilities and Easements: New descriptions are tied to GPS monuments — allows for real -time GPS surveys versus conventional method of field traversing and extensive office calculations Prior Board Actions • Authorized execution of technical consulting services agreement with BKF Engineers for survey work. • Authorized execution of a Memorandum of Understanding (MOU) between CCCSD, County and County Redevelopment Agency to clarify intent & process regarding amending locations of the original easements within the Iron Horse Corridor (IHC). • Accepted 3 Amendment Packages (revised legal description of original Grants of Easements) and authorized staff to record the documents. 3 Current Status • Total 52 IHC Parcels to amend. • 87% complete. 45 IHC Parcels out of 52 IHC Parcels have been reviewed and approved by County Surveyor and are in the queue for formal approval by both Boards. Recording of these documents to occur in February 2012. • Anticipate 100% by June 30, 2012.
