ISSUE: Board approval of the Outfall Improvements, Phase 6, District Project 7290, is
required prior to the filing of a Notice of Exemption under the District's California
Environmental Quality Act (CEQA) Guidelines.
RECOMMENDATION: Approve the Outfall Improvements, Phase 6,
District Project 7290.
FINANCIAL IMPACTS: The total project cost is anticipated to be $1,500,000; however,
this position paper only approves the project for CEQA/Permitting and does not award a
construction contract.
ALTERNATIVES /CONSIDERATIONS: The Board of Directors may delay or decline to
approve the project. If assessment/renovations are not pursued, the condition of the
outfall will continue to decline and eventually fail, which will result in a permit violation.
BACKGROUND: The treatment plant outfall was built in 1958 in soils that shift and
settle significantly over time. In 1988, as part of the Outfall Rehabilitation, Phase 2,
Project, and in 2003, as part of the Outfall Improvements, Phase 5, Project, the land
section of the outfall was bypassed to inspect its condition and make repairs. In 1988,
138 joint seals were installed, and 305 additional seals were installed in 2003, out of a
total of 1,550 joints. The submarine portion of the outfall has been inspected inside and
out in 2006, 2009, and most recently in 2011. The 2011 report identified missing tie
downs at the end of the submarine section. This project will allow for the inspection of
both the land and submarine portions of the outfall, and to make any repairs that are
identified.
It has been eight years since the last outfall inspection, and it is time to reevaluate its
condition. The project will retest the land portion of the outfall in a similar fashion to the
work performed in 2003, and install new joint seals as necessary. The submarine
portion will be inspected by divers and stabilized /protected from boat anchors in Suisan

Bay with additional ballast rock. This project will utilize the recently completed Wet/Dry
Weather Bypass Structure to bypass final effluent flow directly to Lower Walnut Creek,
once an approval letter to use the Bypass Structure from the Regional Water Quality
Control Board (RWQCB) is received. The project may be delayed if the approval letter
from RWQCB is not provided.
The Outfall Improvements, Phase 6, Project is included in the Fiscal Year 2011 -12
Capital Improvement Budget (CIB) on pages TP -39 to TP -40. Staff has conducted a
cash -flow analysis of the Capital Improvement Program budget and concluded that
adequate funds are available for this project.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines Section 15301, since it involves
repairs to an existing sewage facility with no increase in capacity. Approval of this
project establishes the Board of Directors' independent finding that this project is
exempt from CEQA.
RECOMMENDED BOARD ACTION: Approve the Outfall Improvements, Phase 6,
District Project 7290, and direct staff to file a Notice of Exemption with the Contra Costa
County Clerk.
