RESOLUTION NO. 2012 -001
RESOLUTION COMMENDING BARBARA D. HOCKETT
FOR HER SERVICE AS PRESIDENT OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
BOARD OF DIRECTORS
WHEREAS, Barbara D. Hockett was appointed to serve as President of the Board of
Directors of the Central Contra Costa Sanitary District for 2011; and
WHEREAS, under the able leadership of President Hockett, the District accomplished
significant goals and objectives, promoting the mission, vision, and values of the District
as a high performance organization that provides exceptional customer service and full
regulatory compliance at responsible rates; and
WHEREAS, President Hockett also served on the Board Capital Projects Committee,
the Human Resources Committee, and the Budget and Finance Committee, and the Ad
Hoc 2011 -12 Succession Planning Committee, providing oversight and review of the
District's capital projects, hiring practices, financial decisions and succession planning
issues; and
WHEREAS, during her term as Board President, construction of the new Collection
System Operations' (CSO) headquarters in Walnut Creek was completed, a project
which she championed over eight years of planning /permitting /design and construction
and for which CSO staff is extremely grateful; and
WHEREAS, during her term, the pharmaceutical collection program, which she
supported and promoted from its inception, removed nearly 10,000 pounds of
pharmaceuticals from the environment; and
WHEREAS, while serving as Board President, she also ably represented the District as
President of the California Association of Sanitation Agencies and improved that
organization's service levels to the District and all of its member agencies; and
WHEREAS, under her leadership, the District expanded its efforts to reach out to local
organizations such as Contra Costa Mayors' Conferences, Contra Costa Council, and
service organizations to raise awareness of the District's mission in the community; and
WHEREAS, during her term of office, the District achieved a thirteenth year of 100
percent compliance with the District's National Pollutant Discharge Elimination System
permit requirements; and
WHEREAS, also in 2011, the District continued its exemplary financial performance,
receiving its 11th consecutive Certificate for Excellence in Financial Reporting for the
2009 -10 fiscal year and an Unqualified Opinion from the external auditors; and
WHEREAS, the District has reduced the number of sewer overflows to 37 during 2011
due to increased resources provided by the Board of Directors; and
Whereas, during her term, President Hockett remained an active participant and strong
advocate of the Water/Wastewater Operator Training Program in its fourth successful
year, ensuring a new generation of professional plant operators; and
WHEREAS, during her term as Board President, she always had a positive word for
staff and struck a delicate balance of respecting and appreciating the contributions of
the many retiring employees while encouraging and supporting the many new and
promoted employees who will be carrying on the mission and goals of the District.
NOW, THEREFORE, BE IT RESOLVED that President Barbara D. Hockett is hereby
commended for her distinguished service and leadership in the Central Contra Costa
Sanitary District during her year in office, resulting in the continued success of this high
performance, innovative, and fiscally responsible organization that protects the public
health and the environment every day.
PASSED AND ADOPTED this 12th day of January 2012, by the Board of Directors of
the Central Contra Costa Sanitary District by the following vote:
