HomeMy WebLinkAbout06.a.4) (Handout) General Manager Written Announcementsc Handoo) Board Meeting of December 15 2011 (*.a. 4 Written Announcements: Staff Updates a) General Manager Jim Kelly Vacation Schedule General Manager Jim Kelly will be on vacation from Friday, December 16th through Monday, December 26th. During his absence, Deputy General Manager /Director of Engineering Ann Farrell will be Acting General Manager. Mr. Kelly will return to the office on Tuesday, December 27th after the holiday. b) Retirement of Dr. Gail Chesler, PhD, PE Dr. Gail Chesler, Associate Engineer in the Planning Section of the Environmental Services Division, will retire on Friday, December 16, 2011 after 21 years of service. Dr. Chesler is an expert in biological wastewater treatment process evaluation. She has been the District's principal staff member responsible for a number of important ongoing projects including our computer models for collection system master planning (ArcSNAP) and treatment plant process planning (Biowin), as well as planning for the Plant -of- the - Future and full -scale evaluation of submerged baffles to improve primary tank removal efficiency. Dr. Chesler has unique knowledge that will be needed as the Planning Section continues to implement these projects. Staff plans to engage Dr. Chesler on an as needed hourly basis after her retirement to support the planning work in the Environmental Services Division. She will be utilized approximately one day a week. District Events /Inspections c) National Pollutant Discharge Elimination System Compliance Evaluation Inspection On Monday, December 12, 2011, Mr. Jared Richardson from PG Environmental inspected the Plant on behalf of the United States Environmental Protection Agency (EPA) and the San Francisco Regional Water Quality Control Board (RWQCB). Mr. Richardson spent approximately eight hours reviewing the Treatment Plant, Laboratory, and procedures /reports. The exit interview comments were as follows: Written Announcements December 15, 2011 Page 2of2 Positive comments: 1. Plant and Laboratory very clean and orderly. 2. Records were organized and readily available. 3. Process for checking outgoing data verifiable as reflected by no transcription issues between raw laboratory data and reported data. Based on the end of the inspection de- briefing, we anticipate two findings: 1. 2010 NPDES Annual Report -Review and evaluation procedures for the Contingency Plan and Spill Prevention Control and Countermeasure (SPCC) Plan were documented and updated but the inspector wanted even more detail in the annual report. 2. Laboratory thermometers were not calibrated annually as required. PG Environmental will submit a report to the San Francisco RWQCB in the near future. Overall, it was a good inspection and staff is working to rectify the Compliance Evaluation Inspection findings. General Updates d) San Ramon City Council Approves New Household Hazardous Waste Collection Facility Agreement On Tuesday, December 13, 2011, the San Ramon City Council approved the new agreement for Household Hazardous Waste Collection Facility (HHWCF) participation by City residents and businesses outside the District's boundaries. Businesses outside of the District's Boundaries are those receiving wastewater utility services from Dublin San Ramon Services District (DSRSD). The City Council's approval was subject to a few revisions to the document suggested by its City Attorney, including a specific term and expiration date rather than the automatic renewal provision in the proposed agreement. Staff and District Counsel will review the requested changes and report to the Board at a future meeting.
