ISSUE: Board of Directors' authorization is required for the General Manager to amend
an existing professional services agreement beyond staff authority limits.
RECOMMENDATION: Authorize the General Manager to amend an existing
professional services agreement with KPFF Consulting Engineers to increase the cost
ceiling from $131,580 to $406,580 for the Seismic Improvements for HOB, DP 8226.
FINANCIAL IMPACTS: The cost to complete the seismic retrofit design is $275,000.
Preliminary design work completed to date indicates that retrofit construction of the
Headquarters Office Building (HOB) will cost approximately $4.3 million.
ALTERNATIVES /CONSIDERATIONS: The District could elect not to continue with the
seismic retrofit work. This is not recommended because our preliminary analysis
indicates that significant damage could occur to the HOB in the event of a significant
earthquake. If the project is to continue, outside consultants must be used because
District staff does not have this specialized expertise.
BACKGROUND: Design of structures to withstand forces generated by earthquakes is
a field which continues to evolve each time there is a significant seismic event. After
each such event, structural engineers review the forces and resultant damages and
reanalyze current codes. As a result of the Northridge Earthquake in 1994, significant
changes were recommended for the then - current building codes. In January 2008,
California adopted updated building codes. Based on the knowledge that significant
changes in seismic codes had occurred, District staff determined that it would be
prudent to conduct a seismic analysis of District facilities.

This seismic analysis has been completed. The analysis identified significant
deficiencies in many District facilities. Some improvements have been incorporated into
recently completed capital projects such as Standby Power Facility Improvements and
the Household Hazardous Waste Collection Facility. Other facilities with deficiencies
that should be addressed are the Headquarters Office Building, Pump and Blower
Building, Solids Conditioning Building and Plant Operations Building. Staff
recommends continuing with the seismic retrofit design of the HOB due to the
deficiencies found when compared to current seismic design standards and the
potential for significant damage to the building, and the threat -to -life safety of staff and
the public in the event of a significant earthquake.
HOB was constructed in 1981, and its earthquake resistance system is steel moment
frames that transfer forces from the diaphragms to the building foundation. A unique
feature of HOB that is not typical of other steel moment frame buildings is that the
second and third floors are constructed of wood. The first floor is constructed in a more
standard fashion out of concrete filled metal deck. The wood floors contribute to a very
flexible structure that is primary reason for the seismic vulnerability of HOB.
A number of columns do not have the capacity to the meet current, minimum, seismic
performance standards. The columns are especially problematic on the third floor.
Relatively large displacements are expected because of the flexible nature of HOB.
The steel moment frames are severely under capacity for these expected
displacements. While the analysis calculations indicate a likely potential for collapse,
no such building of this construction type has collapsed due to failure of the steel
moment frames. On the other hand, one should also keep in mind that steel moment
frame buildings are typically constructed using rigid floor diaphragms and are not
subjected to the large displacements HOB would experience.
KPFF Consulting Engineers has completed the pre- design analysis of the HOB. The
proposed seismic retrofit will strengthen the columns and beam - column connections.
Retrofit work will take place on the interior of the building and staff has determined the
most cost effective manner to complete the retrofit will be to relocate staff and public
services to other locations. The permit counter and reception will be relocated to the
Annex to maintain convenient access for the public. HOB staff will remain on the
Martinez campus. Staff will be relocated to existing District facilities. Temporary office
trailers will be utilized as needed. District Board and Committee meetings will continue
to be held at the Martinez Campus.

While the HOB is empty of staff and major structural work is performed, other
improvements are planned to be included in the design. These include painting and
carpeting of the interior, painting the exterior, renovating the third floor kitchen,
strengthening a portion of the third floor to accommodate new filing shelves, and
modifications to the Engineering Support Group work area.
KPFF Consulting Engineers was selected out of five firms to perform the pre- design on
the HOB. Because of their expertise, their satisfactory performance, and their
preliminary work on the HOB, staff recommends that KPFF performs the seismic design
for the HOB. An amendment to their existing professional engineering services
agreement has been negotiated with KPFF for $275,000. The original agreement had a
cost ceiling of $131,580. The new cost ceiling of the agreement, including the new
scope of work, is $406,580.
Seismic Improvements for HOB is included in the 2011 -2012 Capital Improvement
Budget on pages GI -35 and GI -36. Staff has determined that there are adequate funds
available and that the expenditure requirements are consistent with the General
Improvements Program.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines Section 15301 since it involves
minor alterations to an existing public facility. Approval of this project will establish the
Board of Directors' independent finding that this project is exempt from CEQA.
The proposed amendment to the KPFF agreement has been reviewed by the Capital
Projects Committee, which recommends approval.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute an
amendment to the existing professional services agreement with KPFF Consulting
Engineers for the Seismic Improvements for HOB, District Project 8226, to increase the
cost ceiling to $406,580.
