Subject: ACCEPT THE CONTRACT WORK FOR THE TREATMENT PLANT
ELEVATOR MODERNIZATION, DISTRICT PROJECT 7281, AND AUTHORIZE
FILING OF THE NOTICE OF COMPLETION

ISSUE: Construction has been completed on the Treatment Plant Elevator
Modernization, District Project 7281, and the work is now ready for acceptance.
RECOMMENDATION: Accept the contract work for the Treatment Plant Elevator
Modernization, District Project 7281, and authorize filing of the Notice of Completion.
FINANCIAL IMPACTS: None related to this action.
ALTERNATIVES /CONSIDERATIONS: Not applicable. Filing the Notice of Completion
is advisable under the California Civil Code, Section 3093.
BACKGROUND: The existing elevators on the treatment plant site were installed in
1975. The District's elevator maintenance company, National Elevator, is frequently
called out for unscheduled maintenance. For example, the Solids Conditioning Building
(SBC) passenger elevator had 16 unscheduled call -outs in 2009, whereas in 2004 it
only had 2 unscheduled call -outs. This is in addition to the regular monthly
maintenance visits. These elevators are critical for operation and maintenance
activities within the building.
The project upgraded the electronics and controls; replaced drives for both the
passenger and freight elevators in the SCB; replaced door operators; replaced stopping
and slow down devices and guide shoes; replaced hoist and governor ropes and
chains; and brought the electrical /communication /fire systems up to code. The door
sensor on the HOB passenger elevator was also replaced.
On November 4, 2010, the Board of Directors authorized the award of a contract for the
construction of the project to Elevator Technology. The Notice to Proceed was issued
on January 25, 2011. The work was substantially completed on October 15, 2011. The
remaining items of work consist of minor punch -list items, which do not affect the
project acceptance.

FILING OF THE NOTICE OF COMPLETION
Immediately upon acceptance, the Contractor is relieved of the duty of maintaining and
protecting the Contract work. Guaranty and warranty periods required by the Contract
and the statutory period for filing of liens and Stop Notices start on the date of
acceptance by the Board of Directors. Final payment to the Contractor is made after
expiration of the statutory period for filing of liens and Stop Notices, provided no liens or
Stop Notices have been filed, and provided the punch -list items have been completed.
The total authorized budget for the project is $511,000. The budget includes the cost of
engineering design, construction management and inspection, technical consulting
services, change orders, and contractor services. An accounting of the project costs
will be provided to the Board at the time of project closeout. It is appropriate to accept
the contract work at this time.
RECOMMENDED BOARD ACTION: Accept the contract work for the Treatment Plant
Elevator Modernization, District Project 7281, and authorize filing of the Notice of
Completion.
