e) Employee Association Organization Holiday Luncheon
Just a reminder that the Employee Association Organization (EAO) Holiday
Luncheon will take place tomorrow at the Lafayette Veterans Memorial Building
located at 3780 Mt. Diablo Blvd in Lafayette from 1 p.m. to 3 p.m. All Board
members are welcome as well as District counsels.
f) United State Environmental Protection Agency Inspection
Scheduled
Jarred Richardson, contractor for the United States Environmental Protection
Agency (USEPA), informed staff that an inspection of the treatment plant has
been scheduled for 8:30 a.m. on Monday, December 12, 2011. Relevant staff will
meet today or tomorrow in order to prepare for this inspection.
Out -Of -State Travel for Training
g) Mark Wenslawski Attendance at Training from December 7
- 8, 2011 in Las Vegas, Nevada
Assistant Engineer, Mark Wenslawski, will be attending the University of
Wisconsin- Madison training entitled "Improving Public Works Construction
Inspection Skills" in Las Vegas, Nevada, on December 7 -8, 2011. There are
funds in the 2011 -2012 Technical Training, Conferences, and Meetings budget to
cover the costs of attendance at this training. The only other venue for this
training would have been in Wisconsin which would have cost the District
considerably more money.

General Updates
h) Easement at 1973 Dora Ave in Walnut Creek, CA (Williams
Property)
Construction of a new public sewer at the property located at 1973 Dora Avenue
in Walnut Creek was part of District Project 5972 - Walnut Creek Sewer
Renovations Phase 6 in 2008. However, acquisition of an easement was not
completed at that time. Mr. and Mrs. Williams, the homeowners, appeared at the
November 17, 2011 Board Meeting and asked that negotiations be completed for
compensation and the granting of the easement. Staff has been in contact with
the homeowners and they signed the grant of easement on December 6, 2011.
They will receive payment by December 9, 2011.
i) Status of the City of San Ramon Household Hazardous
Waste Services Agreement
On November 17, 2011, the City of San Ramon City Council Policy Committee
reviewed and approved the terms of the proposed restructured Household
Hazardous Waste (HHW) Services Agreement with the District. The agreement is
scheduled to be on the December 13th City Council meeting agenda for the full
Council to approve. Once the agreement is approved and signed by the City, it
will be brought back to the Board President for signature.
j) Minor Explosion at Underhill Road in Orinda During
Construction of the South Orinda Phase 5 Sewer
Renovations
On Monday, December 5, 2011, there was an explosion in the sewer system
causing a manhole lid in Underhill Road in Orinda to lift and rattle around.
Approximately 10 feet of 6 -inch high density polyethylene pipe (HDPE) was
partially melted by the intense heat generated. A cannon -like report came out of
the upstream end of the HDPE pipe along with black/white and yellow smoke;
there was also white smoke coming out of the upstream manhole in Underhill
Road.
The contractor's crew had just finished pipe bursting an easement line /installing
an Electro fusion coupler thirty minutes earlier and then went on a lunch break.
Fortunately no one was injured and there was no private property damage or
complaints. PG &E and District staff investigated the site and no gas leaks or
unusual gas /liquid substances were detected in the sewer system. Staff suspects
that the incident may have been caused by a defective Electro Fusion Coupler
and is investigating the issue with the contractor and the coupler supplier. A piece
of the damaged pipe will be available at the Board meeting.

*Voluntary AD &D (Family)
*Voluntary AD &D (Family) - Your Spouse /Domestic Partner's benefit amount will
be 40% of your elected amount or 50% if you have no dependent children, subject to a
maximum benefit of $250,000. Each of your covered children's benefit amounts will
be 10% of yours or 150//0 if you have no eligible spouse /domestic partner, subject to a
maximum benefit of $75,000.
Information on dependent eligibility provisions can be found in the HR Connection
website. Please notify HR Employee Services as soon as possible at (510) 287 -0708
to remove ineligible dependents. Covering ineligible individuals increases the costs
for everyone. If an ineligible dependent (overage dependent, ex- spouse, etc.) is on
EBMUD's plans, you are liable for excess premiums paid PLUS the cost of medical
expenses given while the dependent was ineligible.

Health Care Benefits
Aledical Plans: The District offers two HMOs - Kaiser and
Health Net, and a PPO - Blue Cross. Employee premiums are
fully paid by the District. Dependent premiums are fully paid
for Kaiser only.
Non -Dual Enrollment Incentive: Up. to $150 per month
incentive for opting out of a District medical plan if you have
medical coverage elsewhere. Incentive payments are included
as part of employee's gross annual salary.
Dental Plan: Benefits are provided by Delta Dental. Premium
is fully paid by the District for you and your eligible
dependents. Maximum benefit of $2,000 ($2,500 if a Delta
PPO is utilized) per year per family member.
Vision Plan: Benefits are provided by Vision Service Plan
(VSP). Premium is fully paid by the District for you and your
eligible dependents. Eye exam and lenses are covered annually
with $10 co -pay. Frames are covered every 2 years up to $120.
$120 allowance can be applied to the cost of contact lenses in
lieu of glasses.
FSAISupplemental Benefits: District provided supplemental
benefits annually to be applied to Flexible Spending Account
Plans, or taken as a taxable cash payment. You can annually
defer tax free dollars for dependent care up to $5,000 including
the District's supplemental benefits and/or medical expenses up
to $5,000 in addition to the District's supplemental benefits.
Employee Assistance Plan: District benefit through Claremont
Behavioral Services, provides counseling services, legal
referral, dependent care referrals, and financial consultation.
Time Off Benefits
Vacation and Holidays: Up to 5 weeks of vacation annually,
depending on years of service. Up to 400 hours of vacation can
be accrued. 15 paid holidays per year (prorated for intermittent
and job -share employees).
Sick Leave: 13 days per year of paid sick leave for personal
use or the medical care of immediate family members. Unused
sick leave can be used to increase your retirement service.
Special Paid Leave: Leave is available for a variety of reasons
such as jury duty, military leave, bereavement, blood donations,
and civil service exams. Administrative Leave is provided for
managers, supervisors and eligible confidential employees who
do not receive overtime.
Survivor Benefits
Life and AD &D Insurance: Basic coverage is 1.5 times
current annual base salary. District pays premium.
Voluntary Life and Voluntary AD &D: District offers
supplemental life and /or accidental death and dismemberment
(AD &D) insurance for you and your eligible dependents at
group rates.
Income Protection Benefits
State Disability Insurance (SDI): Available to employees
represented by Locals 444, 2019 and 39 beginning the 8th day
of injury or illness.
Special Short Term Disability: District provided benefit for
managers, supervisors and confidential employees. Pays 60%
of salary after sick leave is exhausted until you return to work
or become eligible for long term disability benefits.
Long Term Disability: District pays premium. After 6 months
of continuous disability, this coverage will provide 60% of
salary for period of disability or until age 65 if totally disabled.
Job Injury Leave: Up to 480 hours of salary continuation
available in the event of industrial illness /injury.
Retirement Benefits
Deferred Compensation: Choice of three or four salary
deferral plans, depending on your representation: 401(k)/Roth
401(k), 457, and/or 40 l (a). Contribute up to the IRS limits.
EBMUD Retirement Plan: Benefits provided through a
defined benefit plan based on years of service, age at
retirement, and your highest two -year terminal compensation.
District offers retirees a Health Insurance Benefit (HIB),
depending on date of hire, up to $450 for a single retiree and up
to $550 for a married /domestic partnered retiree for
reimbursement of health insurance premium expenses.
Social Security /Medicare: You contribute 6.2% of your salary
up to $106,800 to Social Security and 1.45% to Medicare. The
District matches these contributions. Visit

Additional benefits include transit subsidy, tuition refund,
