(Handout) District Annexation 168CItem No. 7.b District Annexation (DA) 168C — Alhambra Valley Project Description Russell Leavitt December 8, 2011 Central Contra Costa Sanitary District Current Project Description • DA 168C proposes annexation of nine Alhambra Valley properties that are outside the County's Urban Limit Line. • All nine properties are adjacent to an existing public main sewer or would only require a limited sewer extension to be served. • Three properties already have LAFCO- approved Out -of- Agency Service Agreements. AERIAL OF PROPOSED DISTRICT ANNEXATION 165C - ALHAMBRA VALLEY Proposed DA 1880 Timeline By 2008 - CCCSD annexed 243 parcels in Alhambra Valley, completed construction of the Alhambra Valley Trunk Sewer, and LAFCO approved Out -of- Agency Service for Properties #1, #2 and #8. Mid -2010 - public review of DA 168C Draft EIR; nine comment letters received; five objected to annexation of some or all of the properties; discussions between staff and community members continued. Spring 2012 - Planned completion and certification of the Final EIR; approval of the project; and submission of application to LAFCO. 2 Objections to EIR and Project • Contrary to County General Plan Urban Limit Line Policy. • Insufficient details and environmental analysis of future development on undeveloped properties. • Defers mitigation of environmental impacts to other agencies. • Extending sewer service is growth inducing. Request by New Owner of Property #9 • Two Draft EIR comment letters were written specifically about Property #9. • Property #9 has since been purchased by new owners who do not want it developed. • New owners have requested removal from DA 168C. 3 Recent Communications • Two letters have been received from Alhambra Valley property owners advocating removal of all but the OASA properties ( #1,# 2 and #8) from DA 168C. • County planning staff reaffirmed their objections. MCNIM Five Options • Proceed with all properties in the Draft EIR. • Remove Property #9 (per owners' request). • Remove Property #9 and #3 (due to opposition). • Remove all currently undeveloped properties ( #3, #4, #5, #6 and #9; leaves #1, #2, #7 & #8). • Remove all properties not included in the Out -of- Agency- Service Agreement ( #3, #4, #5, #6, #7 and #9; leaves #1, #2 & #8). 11
