ISSUE: The Board of Directors' authorization is required for the General Manager to
execute professional engineering services contracts for amounts greater than $50,000.
Approval by the Board of Directors is required for a supplemental authorization to the
Recycled Water Program of the Capital Improvement Budget to fund the Concord
Landscape Project.
RECOMMENDATION: Authorize the General Manager to execute an agreement with
Carollo Engineers to provide design services for the Concord Landscape Project, DP
7299, in the amount of $220,000; and approve a supplemental authorization of
$4,000,000 for the Recycled Water Program of the Capital Improvement Budget (CIB).
FINANCIAL IMPACTS: The estimated design cost for this project, excluding District
staff time, is $220,000. The estimated total project cost is $4,000,000, which includes
design and construction of extending the District's existing recycled water distribution
system from the Buchanan Fields Golf Course to the Willows area of Concord for
landscape irrigation at businesses and landscape medians. $1,127,000 of the project
cost would be funded by grants from the Federal and State governments. This funding
will allow the project to generate approximately a 15 -year payback from revenue
generated from recycled water sales and minimize the financial impacts to the District.
ALTERNATIVES /CONSIDERATIONS: An alternative to executing an agreement with
Carollo Engineers would be to design the project using in -house engineering. Currently
technical staff is not available to perform this work in- house; and an alternative to
approving the supplemental authorization would be to not construct the project.
BACKGROUND: In 2007, the District contracted with Carollo Engineers to design the
Concord Recycled Water Project as part of the A -Line Relief Interceptor Project, Phase
2A (DP 5980). However, construction of the recycled water portion was removed from
the contract when additional unanticipated requirements for backflow prevention

devices from Contra Costa Water District increased the project costs beyond what was
budgeted.
The project would provide up to 190 acre -feet per year (AFY) of recycled water for
landscape irrigation at businesses and landscape meridians in the Diamond /Meridian
Park Boulevard area of Concord as shown in Exhibit "A ". This project includes
construction of about 2.5 miles of new recycled water distribution piping and about 34
new customer connections. The total estimated project cost is $4,000,000.
The District was recently awarded a Title XVI grant of $97,000 to reimburse the District
for 50% of prior expenses incurred during the feasibility study and the environmental
documentation for the project. The District's mandatory match of 50% has already
been fulfilled. The District also received a State Proposition 84 Implementation (Prop
84) grant for $1,030,000 to construct the project. The District's Prop 84 grant obligation
is to pay the remaining $2,970,000 of the project cost. The Prop 84 monies are a
"match first" grant where the District pays the first $1,030,000 in order to be eligible for
reimbursement, so the total project cost of $4,000,000 must be authorized by the
Board.
The current schedule for this project is to complete the design by the spring, advertise
in early summer and start construction in the fall of 2012.
Although the Concord Landscape Project is listed in the current Capital Improvement
Budget, funds for design and construction were not included. However, the project can
be accommodated because many projects bid in the last several years have come in
significantly under budget, and several other projects have been re- scheduled. If the
Board elects to approve the requested supplemental authorization, staff will modify the
next Capital Improvement Budget and Plan accordingly.
At its March 19, 2009 meeting, the Board independently found that this project is
exempt from the California Environmental Quality Act (CEQA) under CCCSD CEQA
Guidelines Section 15061(b)(3). A Notice of Exemption was filed with the Contra Costa
County Clerk.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute an
agreement with Carollo Engineers to provide professional engineering services for the
design of the Concord Landscape Project, DP 7299; and approve a supplemental
authorization of $4,000,000 for the Recycled Water Program of the Capital
Improvement Budget.
