WILLIAMS PHONE: (925) 228 -9500 FAX.- (925) 676 -7211 www.centralsan.org Daphne Reese, Engineering Assistant II, spoke on her own behalf as a ratepayer in the District with regard to the District's Sewer Service Charge. She requested (1) an audit of the Environmental Services Division to ensure equitable application of charges, (2) elimination of "free passes" to certain classifications of customers, and (3) establishment of a more understandable rate structure that can be uniformly applied. President Hockett thanked Ms. Reese for her comments and asked staff to research her requests. 3. CLOSED SESSION a. ANNOUNCEMENTS [This item was taken out of order, immediately following item 2 above.] General Manager James Kelly distributed copies of an obituary for retired Board Member Parke Boneysteele, who passed away November 11, 2011, and recommended that the December 8, 2011 Special Board meeting be adjourned in his memory. 6.
