Page 1 of 1 S (1442nd 0u,�- Parke Boneysteele 5' Parke Boneysteele Resident of Walnut Creek died on November 11 of heart failure; he was 89. Parke was born in Reno Nevada, graduated from Piedmont High and attended the University of California, Berkeley. His time at Cal was interrupted by WWII. Parke served with California's own "Black Cat' 13th Armored Division attached to Patton's Third Army and earned the Purple Heart for wounds received in action. Parke graduated from Cal in 1948 with a BS in Mechanical Engineering. Parke spent most of his career with the California Public Utilities Commission. He progressed to Chief of the CPUC's Finance and Accounts Division in charge of California utilities' accounting and financing. He was also Chief of the Utility Division in charge of energy, water and sewer engineering, service conservation and safety. He served as Administrative Law Judge assigned to CPUC's largest and most complex cases. Guided by effective CPUC regulation, California utility rates were then among the lowest in the nation, their finances strongest, accounting most trustworthy, service most reliable and management most competent. He retired in 1984. Parke served on the Central Contra Costa Sanitary District Board of Directors from 1967 to 2006 serving as President in 1975 -77 and 1992. He was also President of the California Association of Sanitation Agencies. Parke was instrumental in establishing a widely acclaimed Hazardous Waste Collection Center for District residents to dispose of hazardous material without charge and replacing hazardous chlorine dis- infection with a benign ultraviolet process. Fiscally astute, he guarded CCCSD's exceptionally high bond ratings. In 2003, Parke was honored with the National Environmental Achievement Award. Parke was an extraordinary person with an ironic sense of humor, a commitment to public service and a dedication to doing the right thing. Parke was predeceased by his wife Dororthy. He is survived by his son Parke (Victoria) and three grandchildren. In lieu of flowers, the family suggests donations to the Pilgrim Congregational Church of Rossmoor 1001 Golden Rain Road, Walnut Creek CA 94595.
