(handout) Additional Written Announcements(Hartdoafo Board Meeting of November 17, 2011 Additional Written Announcements: District Events e) Update on Shine and Show for Employees at Collection System Operations The announcements included in the November 17th Board agenda packet stated that the District employee open house of the new Collection System Operations Building would be on Saturday, December 3rd. The event will actually take place on Saturday, December 10tH Human Resource Updates f) District Recent Staff Promotions Lee Sutherland and Tom Brown have been promoted to Mechanical Supervisors in the Plant Operations Department, effective November 8, 2011. General Updates g) Tahoe Joe's Restaurant Enforcement Action The District's Collection System crews responded to an overflow event on Contra Costa Boulevard in Pleasant Hill in July 2011. The blockage was caused by significant accumulation of grease in the District's line and Source Control staff were contacted to investigate potential grease sources to this line. The Source Control investigation identified only one facility contributing grease to this section of the District's pipe: Tahoe Joe's restaurant. Inspection of Tahoe Joe's grease interceptor identified structural problems and significant failure to maintain the interceptor (not cleaned in over 2 years). The significant nature of the Source Control Ordinance violations resulted in an enforcement action being initiated against Tahoe Joe's restaurant which will seek cost recovery for the CSO response to the overflow, commitment to properly maintaining the grease interceptor and staff training, and assessment of a small penalty ($1,000). The Sanitary Sewer Management Plan (SSMP) annual report will include this event and resolution which will demonstrate the District's commitment to responding to sanitary sewer overflows resulting from grease blockages. Additional Written Announcements November 17, 2011 Page 2 of 2 h) Pavement Repair Along Dewing Lane, Walnut Creek On October 19, 2011, Mr. Clark Frentzen sent an e-mail to the Board concerning the condition of Dewing Lane in Walnut Creek. Mr. Frentzen believed that the pavement along Dewing Lane had deteriorated at several locations due to settlement of the District's sewer trench. The public sewer along this section of Dewing Lane was installed in 1948. District staff met with Mr. Frentzen on October 28, 2011, to inspect the pavement and determine whether the District was responsible for any needed pavement repairs. Staff observed many problems with the pavement. Staff agreed to replace the deteriorated pavement around one manhole. The other pavement problems were alligator cracking due to repetitive wheel loads and poor drainage. Mr. Frentzen accepted the District staff's evaluation. The District's paving contractor completed the pavement repair around the manhole during the week of October 31. i) Recycled Water Leak at Pleasant Hill Community Center on November 16, 2011 On November 16, 2011 at 11:40 p.m., a recycle water leak was reported to District on -call staff for the Pleasant Hill Community Center located on Civic Drive in Pleasant Hill. On November 17, 2011, the leak was isolated and secured by District. The leak duration was five hours and ten minutes and the spill volume was 215,000 gallons. Water samples revealed no residual ammonia in the receiving waters and no visual impact to receiving waterway was observed. The cause was a failed pipeline repair by construction contractors for the Pleasant Hill Parks and Recreation Department. There was no property damage resulting from this event. The source was downstream of the District meter and isolation valve for the facility and the responsibility of the Pleasant Hill Parks and Recreation Department.
