Approve Board Member attendance at CALPELRA conferenceCentral Contra Costa Sanitary District 3-f ' BOARD OF DIRECTORS POSITION PAPER Board Meeting Date: November 17, 2011 Subject: APPROVE ATTENDANCE FOR BOARD PRESIDENT HOCKETT AND BOARD MEMBER MCGILL AT CALIFORNIA PUBLIC EMPLOYERS LABOR RELATIONS ASSOCIATION (CALPELRA) ANNUAL CONFERENCE Submitted By Elaine R. K411y, Secretary of the General Manager District ISSUE: The Board must approve the attendance of Board Members at conferences that have not already been approved for this fiscal year. RECOMMENDATION: Approve attendance of Board President Hockett and Board Member McGill at the CALPELRA Annual Conference from Wednesday, November 30 through Friday, December 2, 2011. FINANCIAL IMPACTS: The amount of $2,000 per person has been included in the budget for each conference attendance. ALTERNATIVES /CONSIDERATIONS: The Board may deny approval of the conference attendance. However, given the upcoming labor negotiations, it is deemed beneficial for Board Members to attend the conference. Some of the highlighted topics that will be discussed are the future of California pensions and retiree medical benefits, labor relations and negotiations, and strategic planning. BACKGROUND: The District has been active for several years in CALPELRA and has found it to provide the best conference on labor negotiations and other labor and human resources issues. The District will be entering into labor negotiations early next year; pensions have been a topic of public and political scrutiny, and labor negotiations issues are different from previous negotiations due to the current economy. RECOMMENDED BOARD ACTION: Approve attendance of Board President Hockett and Board Member McGill at 2011 CALPELRA Annual Conference in Monterey from November 29 through December 2, 2011. Page 1 of 3
