a) Collection System Operations Department Administration,
Crew, and Warehouse Facility Project Update and Ribbon
Cutting
The contractor's latest schedule update for the Collection System Operations
Department (CSOD) facility shows project completion on November 10, 2011.
Additional days were added to the contract through recently approved change
orders, and the current contractual end date is October 30, 2011. This represents
an 11 -day schedule slippage from the contractual end date. Staff continues to
negotiate various construction change orders of which a number will result in
adding days to the contract schedule. Time is typically added when District
initiates changes or changed site conditions results in a schedule delay.
Construction is progressing on schedule for staff to move into the new facility on
November 17 and 18, 2011. Ongoing key construction activities include
completing the interior trim and finish, starting and testing the HVAC and elevator,
repairing the permeable concrete, and finishing the site work landscaping.
The ribbon - cutting at the new CSO facility in Walnut Creek is scheduled for
Wednesday, November 16, from 10 a.m. to 12 p.m. Invitations have been mailed
or hand - delivered to key District staff, city officials of Walnut Creek, Mayors of the
other cities in our service area, the County Board of Supervisors, relevant State
Senate and Assembly members, Federal Congressional representatives, heads of
Region Nine Environmental Protection Agency, and San Francisco Bay Regional
Water Quality Control Board; and members of the design and construction firms
involved. RSVPs will be accepted up to the day of the event.
An Open House for District employees and their families is scheduled for
Saturday, December 3 from 10 a.m. to 1 p.m. Notices will be emailed and posted
throughout the District two weeks before the event.

b) Bay Area Water/Wastewater Workforce Development Dues
The District has joined the Bay Area Water/Wastewater Workforce Development
( BAYWORK) effort. The District's group cost to participant is $4,000 /yr.
BAYWORK is a collaboration of Bay Area water and wastewater utilities working
together to create the workforce of the future. To date, it has developed a
roadmap which includes four strategies for supporting operational reliability:
Strategy 1 — Get enough of the right people in mission - critical categories
Strategy 2 — Provide staff with the information they need to do quality work
Strategy 3 — Modify work processes to optimize use of available staffing
Strategy 4 — Maximize the cost - effectiveness of workforce development
investments through collaboration
This multi- faceted approach reflects the recognition that this is a time of significant
staff turnover, reduced revenues, and technical and regulatory change. To
provide reliable customer service, BAYWORK is identifying the needed
qualifications, knowledge, and skills of workers entering the workforce to replace
exiting "baby boomers" to meet future needs. This, combined with expanding
options for use of information technology, create both the opportunity and the
necessity to look for innovative ways to meeting ongoing responsibilities.
BAYWORK is investigating options for workplace innovation and best practices by
1) surveying workplace innovations implemented, in process, or being considered
by Bay Area water and wastewater utilities, 2) conducting workplace innovation
workshops which are presented by agencies that have best in class practices,
and 3) developing a work plan on how to develop /implement these practices in
our agencies.
