ISSUE: Construction has been completed on the SCB Mechanical Room
Improvements Project, District Project 7277, and the work is now ready for acceptance.
RECOMMENDATION: Accept the contract work for the SCB Mechanical Room
Improvements Project, District Project 7277, and authorize filing of the Notice of
Completion.
FINANCIAL IMPACTS: None related to this action.
ALTERNATIVES /CONSIDERATIONS: Not applicable. Filing the Notice of Completion
is advisable under the California Civil Code, Section 3093.
BACKGROUND: The mechanical room located on the first floor of the Solids
Conditioning Building (SCB) contains pumps, a chiller, steam and water piping, and an
air - handling unit used to provide conditioned air to the Motor Control Center Room on
the second floor and to various areas within the Furnace Control Room on the third
floor and the centrifuge and cake pump areas. The original air - handling unit that was
installed during the treatment plant expansion in the mid 1970s had reached the end of
its useful life.
The scope of work for this project included installation of a new air handling unit and a
chilled water recirculation pump, and replacement of five existing roof top exhaust fans
that had reached the end of their useful life.
The construction contract in the amount of $316,675 was awarded to R -E Corporation,
the lowest responsive bidder on March 18, 2010. The work was substantially
completed by R -E Corporation on September 30, 2011. The remaining items of work
consist of minor punch -list items, which do not affect the project acceptance.
Immediately upon acceptance, the Contractor is relieved of the duty of maintaining and
protecting the Contract work. Guaranty and warranty periods required by the Contract
and the statutory period for filing of liens and Stop Notices start on the date of

acceptance by the Board of Directors. Final payment to the Contractor is made after
expiration of the statutory period for filing of liens and Stop Notices, provided no liens or
Stop Notices have been filed and the punch -list items have been completed.
The total authorized budget for the project is $570,000. The budget includes the cost of
engineering design, construction management and inspection, testing services, change
orders, and contractor services. An accounting of the project costs will be provided to
the Board at the time of project closeout. It is appropriate to accept the contract work at
this time.
RECOMMENDED BOARD ACTION: Accept the contract work for the SCB Mechanical
Room Improvements Project, District Project 7277, and authorize filing of the Notice of
Completion.
