Kelly, General Manager ISSUE: District Code requires Board of Directors approval of manager appointments. RECOMMENDATION: Appoint Christopher Ko as Human Resources Manager, M -33 ($8,881.64 - $10,795.72) effective September 16, 2011 and adopt the attached resolution. FINANCIAL IMPACTS: Filling vacant position. All salary and benefit costs are budgeted. Mr. Ko will be appointed to Step A at $8,881.64 per month ($14,299.44 with benefits and retirement), or $106,579.68 per year ($171,593.29 with benefits and retirement). ALTERNATIVES /CONSIDERATIONS: Direct General Manager to continue recruitment. This option is not recommended since the recruitment process is now complete and a top candidate was identified in the search. BACKGROUND: Ms. Cathryn Freitas retired as the Human Resources Manager on December 17, 2010. Mr. Ko was appointed as the Acting Human Resources Manager while we completed the recruitment process. In June 2011, the District hired Citygate Associates, LLC to conduct a recruitment to fill the position. On August 31, 2011, the District interviewed the top five candidates for the position. Mr. Ko was selected for his education, qualifications, experience, and temperament. His selection was unanimous among the District's panel and the executive recruiter. Mr. Ko has a B.A. in Political Science from the University of California, Berkeley. He also has completed four certification programs through Cornell University's School of Industrial and Labor Relations, and the California State University, East Bay, in the areas of employee and labor relations, selection and staffing, alternative dispute resolution and mediation, and executive human resources management. Mr. Ko is a Board member of the Northern California Chapter of the International Public Management Association for Human Resources (NCCIPMA -HR). Recruitment for the Human Resources Analyst position has begun in an effort to minimize delays to the recruitment of several vacant District positions. An announcement of Mr. Ko's selection was made to the Board at the September 1, 2011 meeting. Since the Human Resources Committee did not meet in September, this matter is being sent directly to the Board without committee review.
