ISSUE: Board of Directors' authorization is required for the General Manager to amend
an existing professional services agreement beyond staff authority limits.
RECOMMENDATION: Authorize the General Manager to amend an existing
professional services agreement with Complete Project Solutions, Inc. to increase the
cost ceiling from $60,000 to $280,000 for the design of Seismic Upgrades for the Pump
and Blower Building, DP 7291.
FINANCIAL IMPACTS: The cost to complete the seismic retrofit design is $220,000.
Preliminary design work completed to date indicates that retrofit construction of the
Pump & Blower Building (PBB) including Machine Shop will cost approximately
$3.2 million dollars.
ALTERNATIVES /CONSIDERATIONS: The District could elect not to continue with the
seismic retrofit work. This is not recommended because our preliminary analysis
indicates that significant damage could occur to the PBB and the Machine Shop in the
event of a large earthquake (magnitude 6.7) on the Concord fault. If the project is to
continue, outside consultants must be used because District staff does not have this
specialized expertise.
BACKGROUND: Design of structures to withstand forces generated by earthquakes is
a field which continues to evolve each time there is a significant seismic event. After
each such event, structural engineers review the forces and resultant damages and
reanalyze current codes. As a result of the Northridge Earthquake in 1994, significant
changes were recommended for the then current building codes. In January 2008,
California adopted updated building codes. Based on the knowledge that significant
changes in seismic codes had occurred, District staff determined that it would be

prudent to conduct a seismic analysis of District facilities, and the Board concurred by
approving the initial agreement of $60,000
The PBB building houses critical treatment equipment such as primary and final effluent
pumps, aeration air blowers, and service air compressors. Treatment plant operations
would cease with the loss of any of this equipment. For this reason, additional
engineering analysis of this structure has been given high priority.
The Machine Shop is included in scope of work for the PBB seismic retrofit.
Immediately adjacent to the PBB, the Machine Shop houses electrical components that
power the critical equipment found in the PBB. If only the PBB were seismically
retrofitted, in the event of a large earthquake the equipment would likely remain
serviceable. However, the Machine Shop would likely be severely damaged along with
the electrical components necessary for the PBB equipment to operate.
Complete Project Solutions, Inc. (CPS) has extensive experience in seismic analysis
and design and was selected to do the initial seismic analysis of all District structures.
CPS was considered along with three other structural engineering firms for design work.
Two of the other design firms, Degenkolb and KPFF, are performing predesign work on
the Solids Conditioning Building and Headquarters Office Building, respectively.
Because of their expertise, their familiarity with District facilities and their preliminary
work on the PBB, staff recommends CPS performs the seismic design for the PBB. An
amendment to their existing professional engineering services agreement has been
negotiated with CPS for $220,000. The original agreement had a cost ceiling of
$60,000. The new cost ceiling of the agreement, including the new scope of work is
$280,000. The Capital Projects Committee reviewed this position paper on
August 30, 2011.
The Seismic Upgrades for the Pump and Blower Building is included in the Fiscal Year
2011 -2012 Capital Improvement Budget on page TP -50. Staff has determined that
there are adequate funds available and that the expenditure requirements are
consistent with the Treatment Plant Program.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines Section 15301 since it involves
minor alterations to an existing public facility. Approval of this project will establish the
Board of Directors' independent finding that this project is exempt from CEQA

RECOMMENDED BOARD ACTION: Authorize the General Manager to execute an
amendment to the existing professional services agreement with Complete Project
Solutions, Inc. for the design of Seismic Upgrades for the Pump and Blower Building
Project, District Project 7291, to increase the cost ceiling to $280,000.
