RECOMMENDATION: Adopt the revised job classification for Graphics Technician and eliminate Graphic Technician I and II positions. FINANCIAL IMPACTS: None. ALTERNATIVES /CONSIDERATIONS: Do not adopt the changes or modify as desired. BACKGROUND: In With the retirement of the Public Information & Graphics Supervisor in 2009 (a position left unfilled), supervision of Graphic Technician III Son Nguyen shifted to the Manager of Communication Services. Following Mr. Nguyen's retirement in October 2010, staff reviewed the existing job classification descriptions for Graphic Technician I, II, and III and now proposes to make the attached changes. These changes reflect a major update of a number of elements in the descriptions which were adopted almost 20 years ago. In fact, the three levels were designed to reflect a career progression for Mr. Nguyen as a graphic designer rather than a draftsman position he originally held 25 years ago. The need for a graphics person competent in renderings, sketches, drawing, and painting in multiple media is simply out of date given graphic design technology today, including web use. Given the necessary level of technical expertise, talent as a graphics designer, a proficiency in computer -based design, only one skilled and experienced graphics designer is needed. For that reason, staff is recommending the elimination of the Graphics Technician I and II positions, and dropping the "III" from the Graphics Technician III position. As a sidebar, staff researched the local market for the costs of farming out graphic projects to free -lance designers. The going rate for such designers is in the $1,000 per page range for design and as much as $100 for each correction or change. Our retired Graphics Technician and the temporary designer now working in his stead, produce better than 500 such pages annually. However, the Graphics Technician position was held vacant after the incumbent's retirement on February 24, 2011, pending the Board's review of the FY 2011 — 2012 budget. The District communicated its intent to modify the job description and eliminate Graphic Technician I and II positions to Local One again on August 23, 2011, and Local One did not raise any concerns or objections to the proposed changes. Since the Human Resources Committee did not meet in August, this matter is being sent directly to the Board without Committee review. RECOMMENDED BOARD ACTION: Adopt the revised job classification description for Graphics Technician and eliminate Graphic Technician I and II positions.
