ISSUE: Board approval is requested to delete a vacant Administrative Technician
position (G -56) in the Engineering Department — Capital Projects Division and replace
with an Administrative Assistant position (G -57).
RECOMMENDATION: Amend the staffing plan to replace the Administrative
Technician position (G -56) with an Administrative Assistant position (G -57).
FINANCIAL IMPACTS: The Administrative Technician position is at range G -56 of the
General Employees salary table and the Administrative Assistant position is at range G-
57. There is a 2.5% difference between the positions, or $1,491.36 annually.
The new salary range at G -57 is from $4,691.25 ($7,552.91 with benefits and
retirement) to $ 5,664.26 ($9,119.46 with benefits retirement) monthly, or from $56,295
($90,634.95 with benefits and retirement) to $67,971.12 ($109,433.50 with benefits and
retirement) annually.
ALTERNATIVES /CONSIDERATIONS: Fill the vacancy at the Administrative
Technician level.
BACKGROUND: During the 2011 -2012 Staffing Plan update, staff proposed, and the
Board approved, the deletion of two administrative positions. The deleted positions
included an Administrative Services Supervisor position in Engineering and an
Administrative Assistant position in Plant Operations.
The Capital Projects Division currently has a vacant Administrative Technician position.
This new Administrative Assistant is expected to serve as a "floater" to cover for
Administration, Engineering, Plant Operations, and Collection System Operations
departments, thus minimizing the use of temporary employees to cover for extended
time off such as medical leaves and vacation.

POSITION (G -57)
Because of this unique requirement and the need for a highly skilled office professional
to serve the needs of all four departments, staff is requesting to replace the existing
vacancy with an Administrative Assistant position, since the Administrative Assistant is
more advanced in the office professional series and requires additional skills and
experience. Also, filling at the Administrative Assistant level will align all of the
administrative positions in the Engineering Department for consistency purposes, as
there are currently four other Administrative Assistants that serve the Environmental
Services Division, Environmental Compliance, and the Capital Projects Division.
This new position will continue to report to Engineering, but will also provide critical
support to Plant Operations such as providing assistance during permit renewals,
payroll, and special projects, as well as routine clerical support to the Administration
and Collection System Operations departments.
Since the Human Resources Committee did not meet in July, this matter is being sent
directly to the Board without committee review.

Projects Division with an Administrative Assistant position (G -57).
