Kelly, General Manager General Manager REVIEWED AND RECOMMENDED FOR BOARD ACTION: James <elly, General Manager ISSUE: Board approval is requested to create a new Deputy General Manager position. RECOMMENDATION: Amend the staffing plan to add a new Deputy General Manager position and appoint Director of Engineering Ann Farrell as the Deputy General Manager. FINANCIAL IMPACTS: None. ALTERNATIVES /CONSIDERATIONS: Do not authorize the creation of a Deputy General Manager position. This is not recommended due to the need to ensure continuity and a smooth transition as the District addresses the potential impacts of Assembly Bill 340. BACKGROUND: In light of the likely passage of Assembly Bill 340 and as part of the District's workforce planning efforts to address retirements, staff is proposing to create a Deputy General Manager position and designate Director of Engineering Ann Farrell as the Deputy General Manager. Ms. Farrell will assume both duties at her current salary during this transitional period. During this period Ms. Farrell would assist the General Manager manage and direct the activities of the District. The Deputy General Manager position is expected to be eliminated once a new General Manager has been appointed, thus no class description is needed. This matter has been reviewed by the Ad Hoc 2011 -12 Succession Planning Committee. RECOMMENDED BOARD ACTION: Amend the staffing plan to add a new Deputy General Manager position and appoint Director of Engineering Ann Farrell as the Deputy General Manager.
