ISSUE: The Associate Engineer who was underfilling the Process Control Engineer
position was recently promoted to Plant Operations Superintendent, leaving a Process
Control Engineer position vacant. The Process Control Engineer job description no
longer meets the needs of the organization.
RECOMMENDATION: Amend the staffing plan to replace the Process Control
Engineer position with a Senior Engineer position.
FINANCIAL IMPACTS: The Process Control Engineer position is at range S81 of the
MS /CG salary table and the Senior Engineer is at range S83. There is a 5% difference
between the positions, or $5,926 annually.
The new salary range at S83 is from $8,756.30 ($14,097.64 with benefits and
retirement) to $10,587.70 ($17,046.20 with benefits retirement) monthly, or from
$105,075.60 ($169,171.72 with benefits and retirement) to $127,052.40 ($204,554.36
with benefits and retirement) annually.
ALTERNATIVES /CONSIDERATIONS: Revise the Process Control Engineer position
description to more clearly reflect the current duties. This is not recommended because
regulations and processes change over time and duties need to be continually modified
to meet the needs of the organization. The Senior Engineering position naturally allows
for organizational changes as required over time, and provides for greater flexibility to
perform additional duties, which are outlined below.
BACKGROUND: Before the most recent appointment to underfill the Process Control
Engineer position with an Associate Engineer, the Process Control Engineer position
was occupied by the current Plant Operations Division Manager. Leadership in this
position helped grow the computer control of the Plant from a mainframe to distributed
control via programmable logic controllers. Over the past five years, this workload has
transitioned to the Control System Engineers and the Control Systems Technician, and
the Process Control Engineer position is no longer needed to support this work.

The work of the proposed Senior Engineer will be to:
• Update Standard Operating Procedures (SOP) as required by EPA for 129
regulations (the Information Mapping process for SOP development was
approved at the July 7, 2011 Board meeting).
• Support the Plant Process Control by implementing Statistical Process Quality
Control .
• Budgeting, tracking and optimization (plant processes are part of this effort).
• Establish an asset management program for the Plant to make budget
projections and schedule projects and equipment refurbishment and
replacement.
• Develop an asset management program using computerized maintenance
management system to plan system upgrades and capital projects.
• Support safety program to implement new safety programs and requirements.
It is anticipated that professional contractors, Associate Engineers, Assistant Engineers,
Co -Ops, and Summer Students will report to this Senior Engineering position in POD.
RECOMMENDED BOARD ACTION: Amend the staffing plan to replace the Process
Control Engineer position with a Senior Engineer position.
