Ko v , R us aves James elly, General anager ISSUE: Board approval is requested to overfill a Field Operations Superintendent (S- 80) in CSOD with a Senior Engineer (S -83). RECOMMENDATION: Authorize overfilling a Field Operations Superintendent (Superintendent) in CSOD with a Senior Engineer. FINANCIAL IMPACTS: The proposed overfill would initially cost $10,094 per month ($121,128 annually) in additional salary costs and approximately $6,157 in retirement and benefits per month ($73,888 annually), representing a total cost of $16,251 per month ($195,016 annually) until a Superintendent retires, and then $8,575 annually in salary costs. ALTERNATIVES /CONSIDERATIONS: Overfill the position with another Superintendent, or do not overfill, which is not recommended. BACKGROUND: CSOD anticipates at least one and possibly two Superintendents, representing over 55 years of combined experience, to retire by the end of 2011 if Assembly Bill 340 (AB 340) becomes law. In any case, one is expected to retire no later than March 31, 2012. CSOD currently has three Superintendents overseeing Pumping Stations, Field Operations, and Technical and Fleet Services. This retirement(s) provides the District with the opportunity to evaluate the organizational structure at CSOD as it relates to current and future challenges, and reorganize if appropriate. These challenges are being driven by liability exposure and new regulations for collection systems. Some of the major challenges CSOD faces are: • Staff Development: CSOD is in the process of hiring up to six new Maintenance Crew Members 1 /II, one new Construction Equipment Operator, three new Maintenance Crew Leaders, and one Maintenance Supervisor. Additional vacancies are expected to be created by retirements related to AB 340. Staff POSITION PAPER Board Meeting Date: July 21, 2011 Subject AUTHORIZE OVERFILLING A FIELD OPERATIONS SUPERINTENDENT IN CSOD WITH A SENIOR ENGINEER needs to develop Standard Operating Procedures which focus on key core competencies to ensure that new staff is properly trained. Additionally, a refresher program to ensure existing staff is current will be developed. • Maintenance Scheduling: The existing computer maintenance software is no longer commercially technically supported. In conjunction with Engineering Support, staff has embarked on a process to select, develop, and implement a new maintenance scheduling software that is commercially supported and user friendly. Automation of field information systems is expected to be part of this effort. • Integration of District Wide TV Inspection Efforts: Currently, the District has several ongoing TV inspection efforts; Engineering's District wide and project specific inspection efforts and CSOD's quality cleaning, line acceptance, and maintenance and construction support TV inspection efforts. The objective is to consolidate TV inspection efforts under one project manager and utilize the TV results to optimize /prioritize the cleaning and construction efforts. • Special Projects: CSOD Superintendents also manage a number of special projects such as crown spraying for corrosion control in concrete pipes, siphon cleaning, analysis of overflows, stoppages and cleaning tool effectiveness, easement walks, slide and aerial creek crossing checks, manhole root foaming, coordinating with capital projects, etc. Most of the major challenges facing CSOD described above require project management, advanced computer, and contract administration skills. Current CSOD Superintendents and Maintenance Supervisors are principally focused on day to day operations. The number and complexity of challenges facing CSO has impacted the Superintendents and Supervisors' ability to effectively manage the maintenance and cleaning of the collection system. Based on the change in CSO work, staff recommends replacing one of the current Superintendents (Technical and Fleet Services) with a Senior Engineer. Most of the challenges described above would be assigned to the new Senior Engineer. Staff is requesting to overfill with a Senior Engineer at this time to allow for sufficient overlap for valuable cross - training and relaying of institutional memory. It is anticipated that when a Superintendent retires, one of the three existing Superintendent positions will be eliminated and it will be filled with the proposed Senior Engineer position. RECOMMENDED BOARD ACTION: Authorize overfilling a Field Operations Superintendent (S -80) in CSOD with a Senior Engineer (S -83).
