Contra Costa Special Districts Association
Member at Large
I am well qualified to be a Board member due primarily to my extensive experience with
special districts in Contra Costa County and the State of California. I am a professional
civil engineer with both a masters and MBA degree and over 30 years of experience. As
the Director of Wastewater for the East Bay Municipal Utility District, I am responsible
for all wastewater activities and operations of one of the largest special districts in
California and thus familiar with all the issues facing special districts from a senior staff
perspective. I am also an elected member of the Board of Directors at the Central Contra
Costa Sanitary District and thus also have the unique perspective of an elected official.
Finally I am also a member of the Board of Directors of the California Association of
Sanitation Agencies, an association whose members are primarily special districts. As a
result of these positions I hold, I have the depth and breadth of knowledge to fully
understand the financial, legal, legislative and regulatory issues facings special district in
California. This combination of experience and expertise makes me uniquely qualified to
serve on the Board of CCSDA. I will do my very best to serve the interests of CCSDA
and its members when elected.
CCSDA Member -At -Large Stan Caldwell Candidate Statement
The Contra Costa Chapter of the California Special Districts Association state the officers of the Chapter
shall be an elected President, an elected Vice - President, and an elected Member -At- Large. It shall be the
Member -At- Large's responsibility to assist the President and Vice President in every way possible to
further the goals of the Chapter. The Member -At -Large will complete responsibilities as assigned to
him /her by the Executive Committee.
Stan has proven leadership skills, integrity, and dedication. He has faithfully and diligently served the
community. Stan's years of experience on the Mt. View Sanitary District (MVSD) board serve as a
testament to his dedication to, and knowledge of, special districts. At MVSD staying on top of the latest
technology and grappling with budget issues are just two key areas that Stan has focused his attention on
as an elected official. Stan has a proven record of fiscal responsibility and accountability.
Stan has been an active participant at California Association of Sanitation Agencies (CASA), the
California Special District Association (CSDA), and the Contra Costa Special Districts Association.
Stan has been an active CSDA board member for three years. CSDA has been fiscally responsible under
Stan's watch. Stan is the current CSDA treasurer and member of the CSDA Executive Board
As an experienced elected official Stan will continue to be effective, efficient, and responsive to special
district needs. At Contra Costa Special Districts Association Stan has taken on many responsibilities and
continues to provide service and support to the chapter.
Stan served along with David Requa on the Membership Directory upgrade and update. It was Stan's
idea to provide information about chapter in the new directory. Stan compiled and wrote the "Contra
Costa Special Districts Association History" contained in the new directory.
Stan assisted with the bylaws when the committee lost David Piepho on that committee, working with
Sherry Sterrett, Mark Cornelius and Bette Boatmun to bring the updated bylaws to the membership.
Stan Caldwell volunteered to be the committee chair for the 201" Anniversary Celebration and worked
closely with President Boatmun to make the event successful.
Stan volunteered and was appointed to be the Newsletter Editor when Pat Keeble was no longer
available to continue writing the Newsletter. Hopefully you have seen an improvement and are enjoying
the content of the Newsletter.
Stan Caldwell wrote and submitted the chapter of the year narrative to CSDA that enabled our chapter to
be named CSDA "Chapter of the Year" in 2010.
Under direction from President Boatmun and Vice President Cornelius, Stan secured the current meeting
room space at St. Andrews and found reasonable insurance for the meeting room rental.
Stan Caldwell has already been assisting the President and Vice President in every way possible to
further the goals of the Chapter and has been completing responsibilities as assigned by the Executive
Committee.
I would welcome your vote of confidence by being elected to the CCSDA executive committee and
becoming the chapters Member -At- Large.
