Kelly, General Manager ISSUE: Modifications to job classification descriptions require Board approval. RECOMMENDATION: Adopt the revised job classification description for Mechanical Supervisor. FINANCIAL IMPACTS: None. ALTERNATIVES /CONSIDERATIONS: Do not adopt the changes, or modify as desired. BACKGROUND: Due to former Mechanical Supervisor Warren Katchmar's retirement in February 2011, and Dan McCown's impending retirement on July 15, 2011, staff is preparing to recruit for two Mechanical Supervisors. As a part of this process, staff has reviewed the existing job classification description and is proposing to make the attached changes. These changes are intended to provide better clarity in the duties and qualifications when the position is announced for recruitment. Particularly important is that the expertise machining and mechanically are quite different, thus asking for both capabilities from one person is likely not attainable. The modifications address this issue. Staff met with MS /CG's President and Vice- President, and received their agreement with the proposed changes. The Human Resources Committee reviewed the proposed changes on June 9, 2011, and recommends the description as attached. Based on feedback from the Human Resources Committee, the hiring selection will not weigh significantly on the possession of the proposed desirable certification as a California Water Environment Association certified Mechanical Technologist Grade Ili. NAPOSUP \Board of Directors \Board - Position Papers\2011 \Modification of Job Descriptions - Mechanical Supervisor 07- 07- 11.doc CENTRAL CONTRA COSTA SANITARY DISTRICT Effective: 19/18/057 /7/11 Range: S -73 Respirator Class: 2 MECHANICAL SUPERVISOR DEFINITION Plan, organize, direct, and review mechanical maintenance and_, machine shop activities at the treatment plant and remote facilities, participate in the most technically complex maintenance and_;' machine work. DISTINGUISHING CHARACTERISTICS The use of respiratory equipment [including self- contained breathing apparatus (S.C.B.A.)] may be required for this position. Therefore, the Mechanical Supervisor will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion, which requires the use of respiratory equipment to comply with the District's respiratory program and Cal /OSHA standards. SUPERVISION RECEIVED AND EXERCISED Receive direction from the Plant Maintenance Superintendent. Exercise general and direct supervision over Maintenance Technicians III, Mechanical, Maintenance Technicians Trainee/l/11 and /or Machinists. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Supervise mechanical maintenance technicians, machinists, and others assigned in performance of a wide variety of maintenance, fabrication, installation, and repair tasks on machinery, equipment, buildings, structures, and grounds. Participate in the performance of the most technically complex maintenance and machine work. Assign and schedule work. Work closely with the Maintenance Planner; assist in locating parts and materials. Maintain and enforce District and Cal -OSHA safety rules and policies EXAMPLES OF ESSENTIAL DUTIES CENTRAL CONTRA COSTA SANITARY DISTRICT Mechanical Supervisor (Continued) Assist with and perform a variety of personnel actions including performance evaluations, selections, dismissals, transfers, and disciplinary actions. Develop and train subordinates. Coordinate, oversee, monitor, and report on work performed by contractors. Inspect plant and mechanical equipment for malfunctions and needed repairs. Evaluate difficult mechanical problems and advise work on corrective response. Responsible for mechanical preventive maintenance program. Consult with superiors and manufacturers' representatives regarding equipment purchases, placement, maintenance, and difficult repairs. Assist with preparation and administration of maintenance budget. Keep maintenance records; prepare activity reports. Participate in and /or conduct effective meetings. Perform related duties as required. MINIMUM QUALIFICATIONS Knowledge of: Mechanical maintenance practices, methods, tools, and equipment. Methods, practices and materials used in the maintenance machinist trade. Principles, practices, and techniques of supervision. Purpose and operation of mechanical equipment and machine tools. Metal fabrication principles, techniques and procedures. Mathematics as required to perform responsibilities of the position. Knowledge of: Safety hazards and appropriate precautions applicable to work assignments. 2 CENTRAL CONTRA COSTA SANITARY DISTRICT Mechanical Supervisor (Continued) Use of personal computers for purchasing and maintenance functions. Ability to: On a continuous basis know how to perform jobs, observe employee performance, remember the number of jobs in process, and understand where and how to get jobs done. Intermittently analyze and identify job problems and interpret drawings. Walk to and from job sites and to meetings on a continuous basis. Intermittently sit at desk, stand, bend, squat, climb, kneel, and twist while observing work being done or performing work, perform simple grasping and fine manipulation, and lift or carry weight of 50 pounds or less. May be required to communicate via mobile communication device. Plan, direct, and personally perform skilled maintenance and repair work on equipment. Diagnose equipment problems and determine proper maintenance and repair procedures. Develop sound recommendations and courses of action regarding equipment purchases and specifications, equipment placement, and maintenance and repair programs. Train and supervise assigned personnel. Maintain work records, prepare clear and concise reports. Understand and carry out oral and written directions. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Exercise basic knowledge and use of computer systems including C.M.M.S. Ability to: Learn and observe all appropriate safety precautions as required by the District including, but not limited to, Cal /OSHA General Industry Safety Orders, the District's Respiratory Protection Program, and District Safety Directives. 3 CENTRAL CONTRA COSTA SANITARY DISTRICT Mechanical Supervisor (Continued) Special Physical Requirements: Must be able to wear respiratory protection device for dust protection and while painting and using certain chemicals and solvents. May be required to enter confined space. Must be able to wear S.C.B.A. and perform job duties while wearing protective equipment and S.C.B.A. weighing 32 pounds. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five years of progressively responsible experience as an industrial journe -level machinist and ' r mechanic, at least two years of which were involved with equipment used for wastewater collection and treatment operations, and progressive experience in a lead or supervisory capacity. Education Equivalent to the completion of the twelfth grade, supplemented by substantial training in machining, welding, mechanical, and other skills such as completion of a relevant apprenticeship program. Licenses and Certificates Possession of a valid California Driver's License. CWEA Mechanical Technologist Grade III is desirable for the Mechanical Maintenance Section, but not required. 12
