K y, eneral Manager ISSUE: On June 1, 2011, six sealed bids were received and opened for the construction of the Treatment Plant Piping Renovations, Phase 6, District Project No. 7288. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the contract documents subject to SUBMITTAL requirements. RECOMMENDATION: Find that the project is exempt from the California Environmental Quality Act (CEQA); award a construction contract; and authorize the General Manager to execute the Contract Documents subject to favorable review of insurance certificates, bond submittals, appropriate Contractor license, and any other required submittals (SUBMITTALS). FINANCIAL IMPACTS: Approximately $2,253,000 including design, bid price, contingency, and construction management. ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended. BACKGROUND: During the construction of the secondary treatment facilities in the early 1970s, numerous piping systems were installed throughout the treatment plant. These pipes carry the processed wastewater, sludge, steam, air, and other utility services between the various sections of the plant. These pipes have been in place for over thirty -five years and are showing signs of deterioration. FOR THE CONSTRUCTION OF THE TREATMENT PLANT PIPING RENOVATIONS, PHASE 6, DISTRICT PROJECT NO. 7288 SCB plenum, replacing a section of the centrate pipe at the foam suppression tank, and replacing air supply pipelines and aeration air diffuser assemblies in pre aeration tanks, primary tank distribution channels, and primary tank effluent channels. In addition, the construction work will include installing baffles within one of the primary sedimentation tanks, installing day tanks at the standby power building generators, replacing a flow meter on an aeration blower, and removing pipe insulation, which contains asbestos, at various locations around the treatment plant. Attachment 1 shows the locations of all the project work. District staff prepared the plans and specifications for the project with the exception of the structural modifications required at the Primary Sedimentation Tanks (Area 3) and at Structure 1 (Area 6), which were prepared by Complete Project Solutions, Inc. (CPS). The Engineer's estimate for construction of the Treatment Plant Piping Renovations, Phase 6, is $1,540,000. This project was advertised on May 6, 2011. Six sealed bids, ranging from $1,578,000 to $1,820,000 were received and publicly opened on June 1, 2011. The Engineering Department conducted a technical and commercial review of the bids and determined that Aztec Consultants, Inc. is the lowest responsive bidder with a bid amount of $1,578,000. A summary of bids received is shown in Attachment 2. District staff will administer the construction contract and will provide contract administration, inspection, survey, office engineering, and submittal review. The funds required to complete this project, as shown in Attachment 3, are $1,593,000. The total cost of the Treatment Plant Piping Renovations, Phase 6, is anticipated to be $2,253,000. This project is included in the fiscal year (FY) 2010 -11 Capital Improvement Budget (CIB) on pages 74 and 75. Staff has conducted a cash -flow analysis of the Treatment Plant Program budget and concluded that adequate funds are available for this project. Staff has concluded that this project is exempt from the California Environmental . Quality Act (CEQA) under District CEQA Guidelines Section 15301 since it involves minor alterations to existing public facilities. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA.
