RESOLUTION NO. 2011 -018
RESOLUTION COMMENDING MITCH AVALON
FOR HIS CONTRIBUTIONS TO THE
ONGOING SUCCESS OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
WHEREAS, Mitch Avalon served as Deputy Director of the Contra Costa County
Department of Public Works; and
WHEREAS, in his role as Deputy Director, Mr. Avalon assisted Central Contra Costa
Sanitary District (CCCSD) in the completion of numerous vital construction and
environmentally important projects; and
WHEREAS, among his accomplishments and contributions, Mr. Avalon must be given
due credit for his interagency coordination work for the execution of the "Memorandum
of Understanding between Contra Costa County, CCCSD, and Contra Costa County
Redevelopment Agency regarding easement amendments in the Iron Horse Corridor
(IHC) ". The significance of this agreement is that it allows CCCSD to retain land rights
and recording priority while simultaneously adjusting previously recorded easement
locations to coincide with existing and future sewer locations. Such easement
amendments are vital for CCCSD's legal and practical protection of sewer alignments
along the IHC and at the time of the original purchase in 1985, the accelerated schedule
precluded surveying and detailed engineering for existing and future pipeline locations;
and
WHEREAS, other notable contributions by Mr. Avalon include: 1) interagency
coordination work in the execution and recording of grant of easement deeds that
provide CCCSD with perpetual access rights to significant improvements within lands
owned by Contra Costa County or Contra Costa County Flood Control & Water
Conservation District; 2) a 96 -inch sewer constructed with an A -Line — Phase 2A Relief
Interceptor located within protected air space of Buchanan Fields Airport and within the
boundary of Buchanan Fields Golf Course; 3) a new overflow discharge outlet located
within the Walnut Creek Channel constructed with the Wet - Weather Bypass
Improvement Project; 4) assisting CCCSD to successfully construct the Concord Inter -
tie crossing in Walnut Creek as part of the A -Line - Phase 2A Relief Interceptor Project;
and 5) assisting with the process of securing permanent land rights for future extension
of the A -Line Relief Interceptor along the Walnut Creek Channel between Willow Pass
Road and Monument Boulevard; and
WHEREAS, through Mr. Avalon's efforts and the assistance of the Army Corps of
Engineers, the Flood Control District was able to make improvements to the Lower
Walnut Creek and Grayson Creek Channels that have provided much - needed flood
protection to CCCSD's Wastewater Treatment Plant that included near -term de- silting
and levee raising to protect facilities; and
WHEREAS, through Mr. Avalon's efforts, the Army Corps of Engineers embarked on
planning and design efforts to provide sustainable 100 -year flood protection for
CCCSD's wastewater treatment plant.

NOW, THEREFORE, BE IT RESOLVED that Mitch Avalon is hereby commended for
his distinguished service, assistance and support for his work with CCCSD during his
tenure with Contra Costa County as Deputy Director of Public Works, resulting in
CCCSD's success and performance as an innovative and fiscally responsible
organization that protects the public health and the environment.
