(Handout)9.a. � Handw;f) Deferral of URS Contract CCCSD Board Meeting June 2, 2011 Central Contra Costa Sanitary District What has changed last six months? -Adequate Landfill Gas is available to stay below green house gas cap of 25,000 metric tons CO2 equivalents for - 10 years (March 2011). -No driving force from AB32 GHG law. -Existing Multiple Hearth Furnaces able to meet new CAA Section 129 regulations without significant investment (March 2011). *No driving force from CAA Section 129„(1 1 Significant Investment in Incinerator Improvements Still Needed Over Next Ten Years • Wet/Dry Scrubbers $4 M 2012 -13 • Furnace Burners $1.7 M 2013 -14 • Solid Building Seismic $5.1 M 2013 -14 • Centrifuge /Cake Pumps $3.2 M 2014 -15 Total Planned Expenditures $14 Million O: Plant of the Future Questions? -Do Nitrogen and Phosphorus removal technologies depend on the presence of Anaerobic Digesters? -Do Innovative low energy consuming process for ammonia /nitrogen removal depend on the presence of Anaerobic Digesters? -Are Anaerobic Digesters supplemented with food waste the only way to achieve energy neutrality at a Wastewater Plant? -Do these potential benefits justify the cost of Anaerobic Digestion at $70 to $100 M ?? -What if we plant to spend $70 M to install Fluidized Bed Incinerators .... are Anaerobic Digesters a better option? If benefits of Anaerobic Digestion continue to be significant after further exploration ........ consider expanding URS scope and green house gas model to more rigorously analyze alternatives. :,;,(S!I 3 9
