Re: Protest of Proposed Increase of Sewer Service Charges
As a residential customer facing increases of over 18% during the next two years under your
proposed service charge rates, I am deeply troubled at the District's callous treatment of
ratepayers who are struggling to make ends meet in a down economy.
Given the current economic outlook, it is anticipated that construction activity and property
values will remain depressed for several years to come; resulting.in continued low revenues to .
the District. At the same time; the District's operating costs - notably -its labor costs including .
pension and other benefit liabilities — continue to escalate. Asking ratepayers to close the gap
between lagging revenues and rising employee benefits costs is not a long -term solution,
particularly when the District has failed to take reasonable steps to pare back and modernize its
pension and other labor costs which clearly are no longer affordable..
Ratepayers expect the District to tighten its own belt before raising rates. Proposing a rate
increase of this magnitude without acting prudentlyto pare back District cost- drivers is
offensive to ratepayers and an abuse of the public's trust and goodwill.
Ratepayers expect and deserve the District to maintain competitive compensation' levels in
order to retain quality employees to perform the complex, specialized work requisite to District
operations. At the same time ratepayers have ,a reasonable expectation that the District will .
Make affirmative steps to control labor costs and avoid placing an undue burden'on ratepayers.
It is unrealistic for the District to expect.ratepayers to pay higher rates to maintain employee
benefits at levels which exceed what-is necessary and what the District can'afford. Ratepayers
should not be expected to pay whatever the pricetag is to provide employee benefits at
"levels to which District employees have become accustomed:"
Some areas "in which the District can and should modernize its benefits plans and'reduce costs
_ include the following:
1. Consider more economical pension plan alternatives to CCCERA and /or reduce pension
benefits tolevels the District can afford;'
2. Increase employee cost - sharing for pension benefits;

In the times when wages are suppressed due to high rates of unemployment and the rate of
inflation is low, an increase of 9.6% and 8.8% is not justified. CCCSD should explore alternate
means to meet budget shortfalls including cutting cost through use of furlough days, reduction in
salaries and benefits to_ensure that the county is able to manage the operations and maintenance
as well as capital expenditures of the sewer facilities within the existing budget. For example,
the Contra Costa Times reported on 4/26/11 that a member of your Board of Directors collected
over $35,000 in 2010 for insurance benefits. This payment is for a Board Position that is apart-
time position (27 meeting in 2010) and is for insurance benefits alone.
These payments for benefits are excessive, especially compared to the median household income
of $52,029 in 2008 as reported by the US Census Bureau.
Please explore reduction of costs before saddling struggling households with this Sewer Service
Charge increase.

Dear Secretary:
1 am writing to protest the proposed increase of $30 for the Annual Sewer Service
Charge to be effective for the 2012 -2013 fiscal year and an additional increase of
$30 that would be effective for the 2013 -2014 fiscal year.
The CCCSD must first examine its own spending before they can expect the public
to sit by and approve what amounts to a 20% increase over the next two years. We
are wasting taxpayers' money by paying exorbitant rates for medical insurance
coverage for part time officials who are already covered by their full time
positions. You must stop this unnecessary spending and the double dipping before
you can expect taxpayers to consider such an increase.

recommend cost - cutting measures, not rate increases, particularly during poor economic
times such as these.

Re: Proposed Rate Increase
for Year 2011
Please be advised that the proposed rate increases which you will discuss at
the District's Meeting on June 2. 2011 are an affront to the vast majority of
people who are suffering financial setbacks during this period of continuing
economic downturn.
While many employees of private companies have lost their jobs, many
others have taken pay cuts, most government employees have been given
non -paid furloughs, cost of living adjustments under Social Security have
been cancelled, and most federal employees will have their wages frozen,
the District apparently does not intend to let the recession affect its desire
increase spending in coming years. Instead, the District proposes
disgracefully exorbitant rate increases of 9.6 % in July 2011 and an increase
of 8.8% the following year.
Under current economic circumstances it would be appropriate if the District
did not increase its revenue at this year at all. Personally, I have not had a
cost of living increase in my social security payment for the past two years
and do not expect any increase for the foreseeable future. If people like
myself have to suffer because of a lack of cost of living adjustment
increases, I don't believe that it is too much to ask the District to do the same
and operate with the same rate amounts that have been in effect for the
previous year.

Dear Board of Directors of the Central Contra Costa Sanitary District CCCSD, .
Regarding your proposed increase in the homeowners Sewer Service, I think it's
unconscionable on your part at this point in time. Homeowners like myself are struggling
to keep our home from being foreclosed. Unemployment is very high. Wages are
stagnant My Social security benefits that I depend on have been frozen for two years.
Please find another way. Do what private businesses do when they are in a survival
mode. I used to work for large international corporation that could not raise prices on
consumers to survive. We, the employees endured 10 years of frozen salaries, reduced
benefits and 10% lay offs every 2 years until the company became somewhat profitable.
I talk to many of my neighbors and they are all outraged! The public in general is
outraged with public institutions not being realistic. How easy is it to write a letter
announcing rate increases. Have you tried other ways? Can you demonstrate that your
current operating expense is justified? Can you be more creative? Can you understand
that your money well is dried up? Do you know what no more money from us means? I
hope you do because you are going to break us soon.

The Central Contra Costa Sanitary District (CCCSD) provides sanitary sewage collection and treatment,
household hazardous waste disposal, and recycled water services in the central county area. The District
operates with an annual budget of about $100 million. CCCSD collects an annual Sewer Service Charge
from each property connected to the sewer system. The current residential rate of $311 per year per single
family unit is billed as a line item labeled "CCCSD SEWER CHG" on your Contra Costa County property
tax bill. CCCSD also receives approximately $73 per residence each year from the County's property tax to
renovate and /or replace existing facilities.
The CCCSD Board must consider an increase in the annual Sewer Service Charge of up to $30 (58 cents
per week) for Fiscal Year (FY) 2011 -2012 for a total of up to $341 per year effective July 1, 2011, and up to
an additional $30 increase for FY 2012 -2013, effective July, 1, 2012, for a total of up to $371 per year.

1 am writing in protest of planned increases in fees associated with service by the
CCCSD. The district should put its own house in order, rather than demanding a
handout by its customers. Gross abuse of pensions, and health care plans appears to
have largely caused the shortfall. No amount of'other people's money' will make up
for the pyramid scheme you've put in place for your employees and retirees.
Examples include James Nejedly, a part-time employee, and commissioner of the
Central Contra Costa Sanitary District, whose policy covering him and three family
members cost $35,636.
Those of us in the private sector have no pensions, no ridiculous overtime hours,
and no exotic health care plans. We've cut fat, trimmed down, watched our
spending, and it's time for you to do the same. No increases. Period.

Apparently CCCSD officials think it is business as usual in Contra Costa County with no end to tax hikes and fee
increases. Never mind that nearly 19% (true numbers) of the workforce that is unemployed. The economy is In the
dumpster and the county suffers from one of the highest foreclosure rates in history. Households are already
struggling to pay bills, buy food, clothes, medicine and gasoline .
Here's the news to those who live in a bubble: Contra Costa County residents are hurting. On top of wanting to
increase sewer rates 18.4 %, EBMUD also wants to increase water rates by 12% during the next two years for the

My question: Are District officials living in la -la- land? This isn't simply a compliance with prop 218 issue —it's
another money grab to fund bigger government and expand development at a time when nobody is building.
The rate Increases are expected to add 10 +/- million dollars per year to fund 345 million in capital projects and an
additional 27 million on ongoing repair and 70 million for nitrification and 56 million in bond interest payment plus
cover cost of increases in pension fund and retiree health Insurance obligation. Wowl
Maybe somebody needs to inform CCCSD officials and board of directors once again that we're in the depths of one
of the deepest recessions and housing busts in Contra Costa County s history — a double whammyl
The decline of commercial construction and the loss of more jobs isn't far behind. However, all we keep hearing
from CCCSD officials is the want to raise taxes and fees and spend more of the tax - payers hard earned money.
Here is a clue: Most Contra Costa County residents can't afford to pay what they are paying now. Any increase in
sewer and water rates would be a slap in the face, and resident rate payers should take it personally, especially
those having trouble putting food on the table. Any CCCSD officials who votes to increase taxes and fees in this
desperate economy needs to understand the ramifications, especially considering the spending spree the county
officials have been on the past ten years, when money flowed like wine Into district coffers, so much so that you
couldn't find enough perks and projects to spend it on fast enough.
Simply put, our debit binging has to stop. NO NEW RATE HIKES OR FEES.
• Take a tough. stand —cut expenditures.
• Private individual pensions all lost money— so let the district fund take the same loss /hit we private citizens
are facing.
• Lower retiree health insurance obligations (for example, higher co- pays).
• Take an across the board pay reduction for all employees to keep everyone working. Management take a
larger reduction to show solidarity.
• Eliminate all appointed board of director health insurance premiums and other perks. Let them serve as
board members as a duty and desire to Improve the sanitary district. Whatever happened to community
pride and the gratitude to live in this country?

Hundreds of part -time elected officials throughout the Bay
Area received full -time health care benefits in 2010 at taxpayer
expense, with individual policies sometimes costing tens of thou-
sands of dollars, according to government compensation data
acquired by Bay Area News Group and published on its websites
Sunday.
Several officials with multiple government positions double-
dipped on health coverage, receiving two taxpayer - funded poli-
cies, the data show, and at one small school district in San .Jose,
the cost of health coverage provided to an elected official was
more than four times higher than the cost of insurance provided
to each rank- and -file employee.
"The only reason there isn't more outrage is that most people
aren't aware of this," said Kris Vossberg, executive director of
the Howard .Jarvis Taxpayers Association. "It amounts to a gilt
of public funds, a theft from taxpayers. That's what it comes
down to."

Dear Ms. Boehme:
I am writing to protest against the proposed increase in Sewer Service
Charge increase of up to $30 for Fiscal Year 2011 -2012 for a total charge of up to
$341 and an additional $30 for Fiscal Year 2012 -2013 for a total charge of up to
$371. In the times when the economy is weak and the rate of inflation is low an
increase of 9.6% and 8.8% is not justified. The CCCSD should explore alternate
means to get any budget shortfall including cutting cost through use of furlough
days, salary and benefit cuts to ensure that the county is able to manage the
operations and maintenance as well as capital expenditures of the sewer facilities
in the existing budget. It seems like as the housing market has deteriorated and
new home connection fees have declined most public service agencies including
CCCSD have not been able to make the necessary cuts to the budget in order to
compensate for these shortfalls. This really seems like a shortfall in the abilities of
the CCCSD management. The CCCSD should provide details about the existing
use of funds and in particular increases in payroll and capital expenditures to
residents and also full disclosure about what alternatives have been considered
before its recommends to make such large scale increases.
Also, looking at the financial reports, it looks like you are sitting on $49M in
unrestricted cash at the end of 2010. This has grown from $41M in 2009.
How is it that we are to absorb such a high increase when you are sitting on
so much cash!!!!
