ISSUE: On May 23, 2011, five (5) sealed bids were received and opened for the
construction of the Sewer TV Inspection Project, Phase 2, District Project No. 5948.
The Board of Directors must award the contract or reject bids within 50 days of the bid
opening. Authorize the General Manager to execute the contract documents subject to
SUBMITTAL requirements.
RECOMMENDATION: Find that the project is exempt from the California
Environmental Quality Act (CEQA), award a service contract, and authorize the General
Manager to execute the Contract Documents subject to favorable review of insurance
certificates, bond submittals, appropriate Contractor license, and any other required
submittals (SUBMITTALS).
FINANCIAL IMPACTS: Approximately $1,095,285, including design, bid price,
contingency, and construction management.
ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: In 2002, the District began the Sewer TV Inspection Program. The
intention of this program was to assess the condition of the entire collection system by
televising every sewer in the District. The first phase is now complete, and the data
collected has been used in developing the small Sewer Renovation Program as well as
optimizing CSO's cleaning efforts. The second phase of the TV inspection program will
pursue a two -tier approach. Lines that are on a 12 -month or more frequent
maintenance schedule or lines that are rated in below average condition will be TV'd
over the next five years. This represents 450,000 feet for this year. In addition, pipe in
good condition will be TV inspected over the next 10 years; this represents 300,000 feet
this first year, bringing the total footage to 750,000. The focus of this year's TV effort is

the Lafayette and Orinda service areas, which historically have the largest number of
sewer overflows.
District staff prepared the plans and specifications for the project. The Engineer's
estimate for completion of the Sewer TV Inspection Project, Phase 2, is $1,300,000.
This project was advertised on May 12 and May 17, 2011. Five (5) sealed bids, ranging
from $672,285 to $1,223,260, were received and publicly opened on May 23, 2011.
The Engineering Department conducted a technical and commercial review of the bids
and determined that Roto Rooter Plumbing Services is the lowest responsive bidder
with a bid amount of $672,285. A summary of bids received is shown in Attachment 1.
The District continues to receive highly favorable bids on the TV inspection work, which
is reflective of the current economic environment, increased competition (five bids
versus three bids in 2009), and improved efficiencies /productivity of TV inspection
equipment/crews. For comparison purposes, the low bid for the Orinda area in 2001
was $2.60 per linear foot. Orinda is one of the more difficult areas to TV inspect due to
access and terrain issues. The current low bid was $0.89 per linear foot and the
Engineer's estimate was $1.73 per foot. Taking into account additional tasks added to
the current bids (manhole inspection, pavement evaluation, weekly downloads to CSO,
and additional reporting requirements), the bid results are highly favorable to the
District.
The District will administer the contract and will provide contract administration,
inspection, office engineering, and submittal review. The funds required to complete
this project, as shown in Attachment 2, are $395,285. The total cost of the Sewer TV
Inspection Project, Phase 2, is anticipated to be $1,095,285.
This project is included in the fiscal year (FY) 2010 -11 Capital Improvement Budget
(CIB) on pages 32 -33. Staff has conducted a cash -flow analysis of the Collection
System Program budget and concluded that adequate funds are available for this
project.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines, Section 15262, since it will provide
information for design of sewer improvements and will not have a legally binding effect
on later activities. Authorization of the award of the contract for this project will
establish the Board of Directors' independent finding that the project is exempt from
CEQA.

RECOMMENDED BOARD ACTION: Staff recommends the following:
1. Find that the project is exempt from CEQA,
2. Award a contract in the amount of $672,285 for the completion of the Sewer TV
Inspection Project, Phase 2, District Project No. 5948, to Roto Rooter Plumbing
Services, the lowest responsive bidder, and
3. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements.
