Project Updates
f) South Orinda Sewer Renovation Project, Phase 5 — Public
Workshop
The District hosted a public workshop on Tuesday, April 19, 2011 at 7:00 p.m. for
an hour at the Orinda Community Center. There were 17 attendees and two well -
behaved children for a total of 19 attendees. Topics discussed were; expected
construction impacts, paving of private roads, restoration, and lateral
reconnections.
General Updates
g) Prop 218 Notice
The Prop 218 notice was mailed early last week and ratepayer responses began to
arrive at the District on Thursday, April 14. Protests, by letter, e-mail or fax, are .
sent to Secretary of the District, Elaine Boehme to tally. (Copies will be provided to
the Board in advance of the June 2 Public Hearing). Questions from residents, by
phone or e-mail, are directed to Communication Services Manager, Michael Scahill
for response. Questions for non - residential billing are directed to Principal
Engineer, Jarred Miyamoto -Mills for response.
Letters, emails and phone calls received regarding Prop 218 as of this date at
10:00 a.m. are as follows:

h) California Water Environmental Association Film Award
Last week at the Annual California Water Environmental Association (CWEA)
Conference, Central Contra Costa Sanitary District (CCCSD) won first place in the
association's Triennial Film Festival for our Fats, Oils and Grease (FOG) video,
which was produced in -house last year. The video won in the Education and Public
Outreach Category and can be seen on our website.
i) Program for Deferred Payment of Connection Fees set to expire
June 30, 2011
In June 2009, due to the failing economy, homebuilders asked the District to allow
connection fees to be deferred until new homes were sold. At that time, the Board
established a one -year pilot program that provided for deferral of connection fees
at the developer's option. On June 4, 2010, the Board extended the program for
another year, and on July 1, 2010, the Board established participation fees for the
program ($450 Agreement Processing Fee and $110 Parcel Fee) to recover setup
and administration costs. The ordinance provides for the automatic termination of
the program and associated fees on July 1, 2011, unless extended by the Board.
The program has not been used since July 1, 2010; based on no participation, staff
recommends that the program be allowed to terminate on July 1, 2011. The
Budget and Finance Committee will review the matter at its meeting on May 2,
2011. If the Committee recommends that the program be continued, the matter will
be brought to the full Board on May 5, 2011 and a public hearing may be set at that
time.
j) Recycled Water Leak
On the afternoon of Tuesday, April 19, 2011, staff discovered standing water along
District property, north of Basin B and the BNSF railroad right -of -way. As soon as
this was discovered, staff tested the standing water and found both concentration
of ammonia and residual chlorine. Based on these water characteristics, staff
believes this water is from a leak in our 4 -inch polyvinyl chloride (PVC) recycled
water pipeline in the vicinity. This recycled water pipeline serves only Conco's
Concrete Facility (for their truck washing) and our Maltby Pumping Station (for
pump seal water). Conco has been notified about this recycled water service
interruption.
At this time, staff is pumping this water back into Basins B and C for drying. Staff
has notified the Regional Water Quality Control Board about this event.
Staff is continuing to monitor the migration of this water. The District currently has
a maintenance contract with Contra Costa Water District (CCWD) for such repairs
and we are in contact with CCWD regarding the need to repair this line as soon as
possible. The General Manager may declare an emergency to get the pipeline
repaired.
