Rozul tXecki \-A James Kelly, � tanage Gener al r ISSUE: On March 22, 2011, five (5) sealed bids were received and opened for the construction of the Pipe - Bursting of Sanitary Sewers, District Project No. 5982. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the contract documents subject to SUBMITTAL requirements. RECOMMENDATION: Find that the project is exempt from the California Environmental Quality Act (CEQA), award a construction contract, and authorize the General Manager to execute the Contract Documents subject to favorable review of insurance certificates, bond submittals, appropriate Contractor license, and any other required submittals (SUBMITTALS). FINANCIAL IMPACTS: Approximately $828,000, including design, bid price, contingency, and construction management. ALTERNATIVES/CONSIDERATIONS: Reject all bids, which is not recommended. BACKGROUND: This project is a blanket contract for urgent pipe- bursting construction work as a part of the Collection System Urgent Projects Program. The contract will provide the Collection System Operations Department with a cost effective and expedient method to get critical sewers repaired. The construction of these sewers will take place in easements and low traffic residential areas in various locations throughout the service district. The initial work for the project includes three sites (shown on Attachment 1) at a cost of $94,840, which are representative of unknown urgent future pipe - bursting repair locations. The contract will be open for three years. FOR THE CONSTRUCTION OF PIPE - BURSTING OF SANITARY SEWERS, DISTRICT PROJECT NO. 5982 District staff prepared the plans and specifications for the project. The Engineer's estimate for construction of Pipe - Bursting of Sanitary Sewers is $848,990. This project was advertised on February 25 and March 2, 2011. Five (5) sealed bids, ranging from $512,202 to $849,250, were received and publicly opened on March 22, 2011. The - Engineering Department conducted a technical and commercial review of the bids and determined that Pacific Trenchless, Inc. is the lowest responsive bidder with a bid amount of $512,202. The three required sites cost $94,840, leaving $417,422 available for unknown urgent repairs. A summary of bids received is shown in Attachment 2. The District will administer the construction contract and will provide contract administration, inspection, survey, office engineering, and submittal review. The funds required to complete this project, as shown in Attachment 3, are $543,000. The total cost of Pipe - Bursting of Sanitary Sewers is anticipated to be $828,000. This project is included in the fiscal year (FY) 2010 -2011 Capital Improvement Budget (CIB) on pages CS -31. Staff has conducted acash -flow analysis of the Collection System Program budget and concluded that adequate funds are available for this project. Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines, Section 15301, since the construction contracts will be used to make minor alterations to existing public facilities with no increase in dry weather capacity. Authorization of the construction contract will establish the Board of Directors' independent finding that this action is exempt from CEQA. RECOMMENDED BOARD ACTION: Staff recommends the following: 1. Find that the project is exempt from CEQA, 2. Award a construction contract in the amount of $512,202 for the construction of the Pipe- Bursting of Sanitary Sewers, District Project No. 5982, to Pacific Trenchless, Inc., the lowest responsive bidder, and 3. Authorize the General Manager to execute the Contract Documents subject to SUBMITTAL requirements.
