Staff Conference Attendance
a) Right -of -Way Agent Lisa Robertson's Attendance at
International Right -of -Way Association's (IRWA) Young
Professional Group Symposium in Las Vegas, Nevada from
March 30 through April 1, 2011.
Right -of -Way Agent Lisa Robertson will be attending the I RWXs Young
Professional Group Symposium in Las Vegas, Nevada from March 30 through
April 1, 2011. The topics that will be covered include: Right of 'Tay Business
Ethics & Etiquette, Changing Industry Standards and Regulations, Leadership
Development, and Career Path and Designations. This is a nationwide seminar
and will not be offered this year in California. No other expenses beyond District
staff time is necessary for Ms. Robertson to attend, since the course tuition and
travel expenses will be paid for by the International Right --of -Way Association as
Lisa is the Chair of the Young Professional's Committee.
Project Related Updates
b) Presentation to Lafayette and Moraga on Refinery Project
and Recycled Water Program
Staff has -been pursuing federal funding for the Martinez Refinery Recycled
Project through the Water Resources .Development Act (WRDA). Our federal
lobbyist who is assisting us with this effort has recommended obtaining letters of
support from local elected officials to share with our federal elected
representatives. Two of the cities we have asked for letters of support, Lafayette
and Moraga, would like a presentation to their City Councils about the refinery
project and our recycled water program before agreeing to provide a letter. Staff
is working on determining presentation dates.
c) .Advertisement of .District Project 7247, Treatment Plant.
Protective Coatings (Phase 4) on March 18 and 23, 2011
in the summer of 2009, KTA- Tator, Inc. performed an evaluation to determine the
status of the protective coatings on various components around the treatment
plant. Based on the results. of that evaluation, staff has compiled a project to
apply protective coatings to equipment, piping, and structures in need of surface
rehabilitation.
This phase of the Protective Coating Program will apply coating to surfaces, such
as the headwork's climber screens, piping and structural supports in the
basement of the pump and blower building, the carbide lime storage tanks,
walkway structures at the clear well, fuel oil storage tanks, sludge storage tank
monorail structure, and the UV basin effluent weir supports. This work will be
coordinated with operations staff and will not hinder the operation of the
treatment plant.
We plan to request award of this project at the May 5, 2011 Board Meeting. The
engineers construction cost estimate is $750,000. construction of the project
should be completed by December 2011.
d) Advertisement of District Project 5994, Lafayette Pleasant
Hill Road Trunk Sewer on March 18 and 25. 2011
The Lafayette Pleasant Hill Road Trunk Sewer project is part of the Collection
System Expansion Program. The project will consist of installing, replacing, and
rehabilitating approximately 5,500 feet of 5- to 18 --inch sewer pipe. The
construction will take -place within the southbound lanes of Pleasant Hill Road
from Springhill Road to Stanley Boulevard, within Stanley Boulevard, and then
within the neighborhood streets south to State Highway 24. The work will involve
open cut, guided boring, and cured -in -place construction methods.
This project will be advertised on March 18 and March 25, 2011. The bids will be
opened on April 12, 2011. The construction cost is currently estimated at
$2,300, More information will be presented when the Board is asked to
approve the construction contract on May 5, 2011.

San Ramon
Mobile Household Hazardous Waste Collection Event in
In November 2010, the San Ramon city council voted to augment and possibly
replace some Household Hazardous Waste (HHW) services in San Ramon by
providing Door -to -Door (D2D) HHW collection to its residents. Their D2D
Program was planned to start in January 2011 but do to a merger with San
Ramon's D2D contractor and Waste Management Inc., there has been a delay.
Their anticipated start date is now sometime in April 2011.
The City of San Ramon has requested that the District hold a mobile HHW`
collection event at its usual location at -the City's services center on Crow canyon
Road. The date of the event has been set for Saturday, May 7, 2011. The mobile
HHW event in San Ramon was planned in the FY2010 -11 O &M Budget.
