HomeMy WebLinkAbout05.a.3) Written Announcements of General Manager5a. 3� Board Meeting of March 3, 2011 Written Announcements Staff Conference Attendance a) Director of Enclineering Ann Farrell's Attendance at Water Environmental Research Foundation Council meeting on March 23 and 24,2011 in Virginia Director of Engineering Ann Farrell will be participating in a Water Environment Research Foundation (WERF) council meeting on March 23 and 24, 2011 in Alexandria, Virginia. As you may recall, Ms. Farrell is a member of the Research Council which is responsible for reviewing proposed research expenditures to ensure that they address the needs of WERF subscribers. WERF has ongoing research on many matters of interest to the District, including fate and transport of emerging contaminants in wastewater treatment plants, and the environment and development of technologies to assist treatment facilities with meeting a goal of energy neutrality. As a member of the Council, Ms. Farrell's expenses will be covered by WERF. b) Association ( Annual Conference in Ontario, CA from April 12 through April 15, 2011 Staff Attendance at California Water Environmental The CWEA's 83 Annual Conference will be held at the Ontario convention Center from April 12 to April 15, 2011. A total of thirteen employees will be attending from Administration, POD, CSO, and Engineering. The employees are attending for a variety of purposes: • To attend Asset Management and Collection System Operations Workshops • To present a paper on the District Pharmaceutical Disposal Program • To chair various committees such as the State Safety Committee and the San Francisco Bay Section Collection Systems committee, and • To attend several relevant meetings. The District also has one employee who has been nominated for the CWEA State -level Award for Pretreatment, Pollution Prevention & Stormwater Person of the Year. The award will be determined and awarded at the conference. Construction Equipment Operator Luis Hernandez, who is attending as the Safety Person of the Year for CSO. c) District Land Surveyor Liz Charlton's Attendance at California Land Surveyor Association and Nevada Association of Land Surveyors Conference in Nevada from March 5 through March 9, 2011 District Land Surveyor Liz Charlton will be attending the joint California Land Surveyor Association and Nevada Association of Land Surveyors conference in Las Vegas, Nevada from March 5 -9, 2011. The District is exploring the efficiencies possible by going to 3- dimensional design to allow locating interferences in both the horizontal and vertical planes. This conference will be an opportunity for Ms. Charlton to learn about the evolving technology and equipment in the specialized area of 3- dimensional design. Land surveyor train inglconference attendance was included in the 2010 -11 budget. Potential Future Board Item General Update d) Notice of Intent to Adopt Resolution of Necessity for Two Residential Properties at 43 and 47 Camino Encinas in Orinda Since last year, staff has been unable to purchase sewer easements from two residential property owners located at 43 and 47 Camino Encinas in Orinda. These easements are necessary to construct the "Camino Encinas" sewer segment, which is part of the South Orinda Sewer Renovations Project, Phase 5 (DP 5980 ). During the August 5, 2010 Board meeting, while discussing other engineering and construction issues regarding the Hall Drive Sewer Renovations Project, Phase 2B (DP 5932), staff briefly advised the Board that two property owners were unwilling to grant additional land rights necessary to replace the existing public sewer on their properties. Since these easements were not acquired, the "Camino Encinas" sewer segment was dropped from last year's construction contract in Orinda. District's engineers re- evaluated the sewer renovation for design alternatives and after careful analysis determined the proposed design was the optimal design solution for the neighborhood. On January 28, 2011, District's Legal counsel mailed to the two property owners written offers to purchase easements pursuant to Government Code Section 7267.2. To date, staff has not heard from the property owners. To comply with eminent domain notification requirements, the Notice of Intent to Adopt Resolution of Necessity was mailed to the two property owners on February 25, 2011. Staff may request the Board to consider Adopting a Resolution of Necessity for Acquisition of Public Easements for Sanitary Sewer Purposes and Authorize Eminent Domain Proceedings at the March 17, 2011 Board meeting.
