Written Announcements: ............... . . . ..... . . ................ ............................... a Lafayette- Pleasant Hill Road Trunk Sewer Project Public Workshop on Thursday, February 17, 2011 The District hosted a public workshop on Thursday, February 17, 2011 from 7 to 8 p.m. at Acalanes High School located at 1200 Pleasant Hill Road. There were 5 attendees, and the topics discussed were: expected construction impacts, paving, restoration, lateral reconnections, and installation of overflow prevention devices. Gene ral Updates b) Landslide at 1003 Carol Lane in Lafayette May Threaten Sewer Main The District received notification from the property owner of Our saviors Lutheran Church located at 1003 Carol Lane of a landslide which could potentially affect a District sewer main. staff performed a site visit on February 7, 2011 and subsequently hired a geotechnical engineer, GeoEngineers, Inc, to visit the site and investigate the landslide. On February 10, 2011, GeoEngineers Inc. report cautioned that the slope is extremely unstable and could further erode. They recommended the abandonment of the portion of the surer main in the landslide area and relocation of it as soon .as possible. There are approximately 50 homes connected to this surer main. staff is evaluating relocation possibilities, but such relocation is not trivial and would need to be designed and incorporated into a capital project and constructed next summer. In the .interim, due to the possibility of continuing degradation of the slope banks, Collection System Operations (CSO) has made a temporary bypass system available and the property owner has been informed that CSO may need immediate access to the site to install the bypass. c Results of San Francisco Ba Water R. Control ; Stormw Pro in Ma and June of 2010 In May and June. 2010, the RWQCB conducted inspections of the Storrnwater Programs for the Town of Danville and city of Martinez that included reviewing the Commercial/industrial Inspection programs of the stormwater permit. since the District provides stormwater inspection services for both Danville and Martinez under the county clean water Program, Source control staff was interviewed, and the files and database were reviewed as part of these inspections. The RWQCB's findings were sent to Danville and Martinez in a letter dated January 7,, 2011. The findings included a Notice of Violation to Danville and Martinez for the Commercial /Industrial Inspection Program in addition to other elements of the inspections, and presented required actions and recommended actions to which Danville and Martinez needed to respond. Staff assisted Danville and Martinez as they responded to the findings and follow -up actions related to the stormwater inspection services the District provides. In general, the findings regarding the District's services related to the tinning of follow -up inspections and, in some cases, the degree of documentation for the cases cited. A number of examples cited in the RWQCB report were not factually accurate and appropriate corrections were made in the response. Adjustments to the inspection services were initiated to respond to the RWQCB report. d) Advertisement of Public Bidding of Pipe -Burst Blanket Contract, District Project 5982 The Pipe -burst Blanket contract is part of the collection System Urgent Projects Program. This blanket contract will provide the collection: System Operations Department with a cost - effective and expedient method to get critical sewers repaired. The typical sewer repair for this project will take place in easements and low traffic residential areas, and involves pipebursting several hundred feet of 0 -3 inch pipe, reinstating laterals and modifying manholes. The contract will be open for 3 years. This project will be advertised on Friday, February 25 and Wednesday, March 2, 2011. Bids will be opened on Wednesday, March 10, 2011. The contract amount is estimated to be $630,000. More information will be presented when the Board is asked to approve the contract at the regularly scheduled April 7, 2011 Board Meeting.
